Impulsar el desarrollo de una provincia o región en el Perú debe ser el ideal de
cualquier autoridad que llegue al poder en el país. Para lograr este objetivo, la autoridad
necesita desarrollar un plan estratégico. Con el plan, la autoridad puede pasar de una
situación actual a una situación deseada siguiendo iniciativas o actividades que lo ayuden a
resolver muchos problemas. Por estas razones, la existentica de un plan estratégico es muy
importante para la autoridad. La bibliografía sobre este tema está disponible en la red, lo
único que faltaba para llevarlo a cabo es la experiencia y el deseo de querer hacerlo bien.
El presente estudio tiene como objetivo desarrollar un plan estratégico para la
provincia de San Marcos en Cajamarca, Perú. El estudio considera su situación actual y la
situación a la que pretende llegar. Esta situación futura incluye el bienestar de la población
mejorando su calidad de vida, la sensación de seguridad, respeto por sus costumbres y la
mejora de la situación económica de la provincia. Esto se debe a las estrategias elegidas y
luego de un arduo proceso de selección que incluye la sostenibilidad y, donde sea posible,
buscar independencia respecto de la variación de precios de los metales extraídos por los
mineros que operan en la región, considerando que esta actividad es la que atrae más
inversión, y por lo tanto, es una fuente potencial de ingresos para Cajamarca.
En la desarrollo del plan estratégico, se utilizó el modelo de Planeamiento Estratégico
desarrollado por el profesor D’Alessio. Luego del proceso de selección de estrategias, se
concluye que la provincia de San Marcos tiene el potencial de ser una de las provincias con
mayor crecimiento en el periodo del 2017 al 2027. Así mismo, la industria agropecuaria,
liderada por la exportación de Taya y Trucha, y la minería formal, incluidos los productos y
servicios relacionados a esta actividad, son los principales impulsores para el progreso de la
provincia, mejorando la condición económica y social de su población / Drive the development of a province or region in Peru must be the ideal of any
authority that comes to the power in the country. In order to achieve this objective, the
authority needs to develop a strategic plan. With the plan, the authority can move from a
current situation to a desired situation following initiatives or drives that help him to solve
many problems. For this reasons, the existence of strategic plan is very important for the
authority. The bibliography about this subject is available on the network and the only thing
that would be missing to carry it out is the experience and the desire to want to do it well.
The present study aims to develop a strategic plan for the province of San Marcos in
Cajamarca, Peru. The study consider its current situation and the situation where it intend to
arrive. This future situation includes the welfare of the population improving their quality of
life, the sense of security, respect for their customs and the improvement of the economic
situation of the province. This will be due to the strategies chosen and after an arduous
selection process that includes sustainability and, where is possible, to seek independence
regarding the price variation of metals extracted by the miners operating in the region,
considering that this activity is the which attracts more investment and is therefore a potential
source of income for Cajamarca.
In the development of the strategic plan, the strategic planning model developed by
Professor D'Alessio was used. After the process of strategies selection it´s concluded that the
province of San Marcos has the potential to be one of the highest growth province in the
period from 2017 to 2027. Likewise, the agricultural industry, led by the export of Taya and
Trout, formal mining, including products and services related to this activity, are the main
drivers for the progress of the province, improving the economic and social condition of its
