El presente plan estratégico tiene como finalidad impulsar el desarrollo económico y
social de la región Piura al año 2025, mediante el planteamiento de iniciativas sostenibles en
el uso racional de los recursos naturales y la preservación del medio ambiente. Para obtener
este resultado, se han propuesto los objetivos de corto plazo, los objetivos de largo plazo y las
estrategias que buscan consolidar los clústeres productivos en los sectores económicos con
mayor potencial de la región: agroindustria, pesca, acuicultura, minería no metálica, y
turismo; soportándose en los nuevos centros de innovación tecnológica (CITE), los cuales
compartirán el conocimiento y las mejores prácticas para elevar la productividad de estas
industrias.
Por otro lado, es de interés regional el aumento de la capacidad energética de la región
Piura, para ello se han desarrollado nuevas alternativas de fuentes de energía como son: la
energía eólica e hidráulica. Asimismo, en la infraestructura de carreteras, se ha enfatizado en
la construcción de vías departamentales y vecinales, lo que permitirá la optimización de los
factores productivos y la reducción de los costos logísticos en la región. Cabe resaltar que la
región Piura tiene una ventaja comparativa en infraestructura logística (puertos, carreteras y
aeropuertos), lo cual le permitirá el incremento de las operaciones comerciales, no sólo con
las regiones de la zona norte, sino también con los países vecinos.
El desarrollo económico que alcanzará la región Piura, a través de sus actividades de
interés como: agroindustria, pesca, acuicultura, minería no metálica, y turismo, generarán para
la población nuevos puestos de trabajo. Sin embargo, es necesario que se gestione el talento
humano, lo cual contribuirá a mejorar los índices de educación, salud y acceso a servicios
básicos. De esta forma, se incluirá a toda la población de Piura en el crecimiento y desarrollo
económico de la región, dando como resultado una sociedad próspera y competitiva. / This strategic plan is intended to promote economic and social development in Piura
region, considering a deadline 2025 year, using the approach of sustainable initiatives in the
rational use of natural resources and the preservation of the environment. To achieve this
result, short-term goals, long term objectives and strategies seeking to consolidate productive
clusters in economic sectors with the greatest potential in the region have been proposed:
agro-industry, fishing, aquaculture, non-metallic mining, and tourism; supporting on the new
centers of innovation in technology (CITE), which will share knowledge and best practices to
raise productivity of these industries.
On the other hand, the increase of the energy capacity in Piura is a regional interest,
for that reason new alternative energy sources have been developed such as: wind and hydro
energy. Also in the road infrastructure, it has emphasized in the construction of departmental
and local roads, which will allow the optimization of production factors and the reduction of
logistics costs in the region. It should be noted that the Piura region has a comparative
advantage in logistics infrastructure (ports, roads and airports), which allow the increase of
commercial transactions, not only with the regions of the north of Perú, but also with
neighboring countries.
The economic development that will reached by the region Piura, through its activities
as: agro-industry, fishing, aquaculture, mining not metallic, and tourism, will generated new
jobs. However, it is necessary to manage the human talent, which will help improve the
indices of education, health and access to basic services. In this way, it will be included the
entire population of Piura on growth and economic development of the region, resulting in a
thriving and competitive society.
