Previous issue date: 2004 / Resumo: A dissertação procura avaliar as limitações e potencialidades dos Conselhos Municipais de Desenvolvimento Rural (CMDR's), instituições escolhidas como gestoras no nível municipal do Pronaf Infraestrutura e Serviços Municipais e do Sistema Integrado de Agricultura e Abastecimento (SEIAA), da Secretaria da Agricultura e Abastecimento do Estado de São Paulo, como instrumentos para a promoção do desenvolvimento local no Estado. A motivação para o estudo vem da observação crescente do processo de descentralização de políticas públicas em curso no Brasil e dos objetivos do Pronaf, de buscar o desenvolvimento sustentável dos espaços rurais e considerar os CMDR's como instrumentos para este desenvolvimento. A hipótese da dissertação, comprovada pela análise e avaliação de sete CMDR's, é de que os mesmos, na forma como vem sendo operacionalizados no âmbito dos dois programas, não conseguem instituir-se como um instrumento para o desenvolvimento local, por falharem em constituir-se como espaços legítimos de participação e concertação social, necessária à construção de pactos territoriais para o desenvolvimento. Esta falha é devida à conformação institucional dos CMDR's, que tende a reproduzir os esquemas de dominação político locais. E a reprodução da dominação política local é fruto de um vício de origem dos Conselhos, particularmente devido à obrigatoriedade da sua constituição. Ficou mostrado ainda que a combinação da participação institucional dos CMDR's em ambos os programas (SEIAA e Pronaf-I) reforça os sistemas de controle político locais, na medida que tende a burocratizar os Conselhos e reforçar o controle das administrações municipais sobre os mesmos / Abstract: This dissertation evaluate the limitations and potentialities of the Municipal Councils for Rural Development, chosen institutions as managers in the municipal level of the infrastructure line of Pronaf and of also the Integrated System of Agriculture, of the Secretariat of the Agriculture of the State of São Paulo, as instruments for the promotion of the local development in the State. Its motivation came by the increasing process of public decentralization in course in Brazil and the objectives of Pronaf, to promote sustainable development of rural spaces and to consider the Municipal Councils as instruments for this development. Its hypothesis, proven by the analysis and evaluation of seven cases, says that the Municipal Councils, in the way they are being operated in the scope of the two programs, does not work as an instrument for the local development, for failing on forming legitimate spaces of social participation and social, necessary to promote the construction of territorial pacts for the development. This failure is due to the institutional conformation of the Councils, that tends to reproduce the schemes of local political domination. Also this text proves that the reproduction of the local political domination is due to a original problem on their constitution, particularly due to the obligation of its constitution. It is also shown that the combination of the institutional participation of the Councils in both the programs strengthens the local schemes of local political control, in the means that tends to bureaucratize the Councils by tightening the control of the municipal administrations / Mestrado / Mestre em Ciências Econômicas
