Coordenação de Cooperação Internacional / O objeto de estudo desta dissertação é a formação de sanitaristas na modalidade graduação no Brasil. A análise está situada dentro do impacto que a reconfiguração do capitalismo no final do século XX e início do século XXI promoveram na construção das políticas sociais. Considera o sanitarista um intelectual orgânico com origem e atuação vinculada ao surgimento e desenvolvimento do Estado capitalista. Enxerga a formação de sanitaristas no Brasil em sua totalidade, historicidade e contradição. Neste sentido, compreende o período que se estende de 1910 até os dias atuais e demonstra que a atuação e formação de sanitaristas não se iniciou com os Cursos de Graduação em Saúde Coletiva (CGSC) e que na verdade ela se reconfigurou. Permitiu também constatar que a formação de sanitaristas ao longo do último século não se deu de forma neutra e desinteressada, ao contrário, esteve permeada pela contradição. A análise política dos documentos referentes aos CGSC apontou, em termos pedagógicos, uma sintonia das propostas com o referencial epistemológico da sociedade do conhecimento e da pedagogia das competências. Em relação ao mundo do trabalho, o potencial de empregabilidade no mercado privado da saúde aponta para o surgimento de uma face “privada” ou “mercadológica”. No que concerne à política de saúde, as propostas analisadas fundamentam-se na matriz neoliberal da Terceira Via. A lógica é a da parceria e do diálogo com as ONGs. A concepção é a de público não estatal e de empreendedorismo, indícios de outra face, a do “sanitarista da Terceira Via”. / The subject of this thesis is the training on sanitarist in Brazil focusing in its undergraduate. To guide the analysis, we situated the subject within the impact that the reconfiguration of capitalism setting in construction of social policies in the late twentieth century and early twenty-first century. This study considers the sanitarist an organic intellectual whose origin and activities are linked to the emergence and development of the capitalist State action. It also brings the training of sanitarist in Brazil in its entirety, historicity and contradiction. From this perspective, this thesis covers the period extending from 1910 to the present day and demonstrates that the performance and training of sanitarist did not begin with the Undergraduate Public Health. Actually, this kind of training was reconfigured over the years. The results of this search show that the formation of sanitarist did not occur in a neutral and disinterested way. Instead it was permeated by contradiction. The analysis of the documents studied points out a convergence between the proposals of the epistemological framework of the knowledge society and the pedagogy of competences. In relation to the labor potential of employability in the private healthcare employment, indicates a “private” and “marketing” face of this health worker. Regarding to health policy, undergraduate proposals analyzed are based on the matrix of neoliberal Third Way. Its logic is the partnership between the State and Nongovernmental organizations and its conception is based on public but non-governmental and entrepreneurship, indicating a “Third way” face of the sanitarist.
