Previous issue date: 2018-02-08 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This study examines, from the perspective of the semiotics studies elaborated by A.J. Greimas, discourses given by Brazilian authorities in two periods: 1964-1968, published with Institutional Acts number 1 to 5, which, in an emergency situation of Brazil, promoted radical changes, bringing the Constitution of 1967; and from 1988, issued on the date of the promulgation of the current Federal Constitution. The analysis reveals differences and similarities between the texts, as well as the relationship between those political discourses and the law. The discourses are linked to constitutional texts not as law, but as revelators of the society ideology in those periods. There is, undoubtedly, a close relationship between the texts analyzed and the moment of transformation of the State’s way of being, as regulated by the Constitution of each period. The analysis of discourses at the narrative level, of the subjects and their actants, as well as of the modalizations and the passions, with more concrete coverage, at the discursive level, of the instance of enunciation, of themes and figures, and more abstractly at the fundamental level, reveal the meaning of these texts. In the generation of meaning, some historical texts were observed to show the interdiscursivity and intertextuality relationship with other texts. Therefore, there is a close relationship between the political discourses and the Constitution, concluding that the political discourses that deal with changes in the constitutional legislation allow foreseeing the law. This happens because they are revealing texts of ideologies and values that reflect the way of being of the State. / Este estudo examina, na perspectiva da semiótica francesa proposta por A.J. Greimas, os discursos proferidos por autoridades brasileiras em dois períodos de nossa história recente: o primeiro entre 1964 e 1968, publicados com os Atos Institucionais números 1 a 5, que, de forma emergencial, promoveram mudanças radicais no sistema constitucional da época, trazendo a Constituição de 1967; e, o segundo período, a partir da promulgação da Constituição de 1988. A análise mostra diferenças e semelhanças entre os textos, bem como a relação entre esses discursos e os discursos jurídicos que com eles se relacionam. Os discursos estão vinculados aos textos constitucionais não como norma jurídica, mas como reveladores das ideologias da sociedade nos referidos períodos. Há, sem dúvida, estreita relação entre os textos analisados e o momento de transformação do modo de ser do Estado, normatizado pela Constituição de cada período. O exame dos discursos em âmbito narrativo dos sujeitos e de seus papéis actanciais, bem como das modalizações e das paixões, com revestimento mais concreto, no nível discursivo, da instância da enunciação, dos temas e figuras, e mais abstrato, no nível fundamental, constitui o percurso de significação desses textos. Além disso, na produção do sentido, foram observados textos históricos com os quais os referidos discursos dialogam, numa relação intertextual e interdiscursiva. Dessa forma, percebe-se a relação dos discursos com a norma legal produzida em cada período, concluindo que os discursos políticos que tratam de mudanças na legislação constitucional permitem antevê-las. Isso porque são textos reveladores de ideologias e valores que refletem o modo de ser do Estado posto, em última instância, na Constituição Federal.
