Diversidade Biológica (CDB) no país, tendo a conservação in situ – prevista no
Sistema Nacional de Unidades de Conservação (Snuc) – como proxy. Nesse
sentido, esta pesquisa tem o objetivo de avaliar a implantação do Snuc a partir
de uma perspectiva da economia do meio ambiente por meio do critério de
eficácia. O trabalho apresenta uma análise quantitativa e qualitativa dos
resultados alcançados pelo Sistema em relação a seus objetivos e às metas
relacionadas à conservação in situ fixadas na CDB. As análises conduzidas
apontaram que os objetivos do Sistema encontram-se alinhados às diretrizes
da Convenção, no entanto, a aderência do Snuc, no que tange a sua execução,
é baixa em relação ao previsto na CDB. Essa realidade decorre das
dificuldades de implementação inerentes aos acordos ambientais
internacionais, que envolvem questões políticas, econômicas e sociais.
Verificou-se ainda que o financiamento insuficiente do Sistema acumula-se com
as dificuldades de gestão das unidades, reforçando, dessa maneira, a baixa
eficácia da estratégia de conservação in situ nacional. A atual conjuntura
demanda o aperfeiçoamento da eficácia do Snuc, no sentido de permitir que o
país avance em direção à execução dos compromissos firmados em âmbito
internacional e legitimar os custos sociais incorridos na implementação da
política, aceitando-se a hipótese de que a diversidade biológica é de grande
relevância para o Brasil, detentor da maior biota continental do planeta. ______________________________________________________________________________ ABSTRACT / This study aims to examine how the implementation of the Convention on
Biological Diversity (CBD) has evolved to in the country, taking in situ conservation - under the National System of Conservation Units (Snuc) – as a proxy. In this sense, this research intents to evaluate the deployment of Snuc from an economic perspective of the environment through effectiveness criterion. The paper presents a quantitative and qualitative analysis of the
results achieved by the System in relation to their goals and targets related to in
situ conservation determined in CDB. The analyzes conducted indicated that
the objectives of the system are aligned with the guidelines of the Convention,
however, the adherence of Snuc, with respect to its execution, is low compared
to that in the CBD. This reality stems from the difficulties inherent in the
implementation of international environmental agreements, which involve
political, economic and social aspects. It was also found that the underfunding
of the system builds up with the managing difficulties of the units, strengthening,
thus the low effectiveness of the national in situ strategy. The current situation demands the improvement of the effectiveness of Snuc, to allow the country to move towards the implementation of the commitments made at the international
arena and legitimize the social costs incurred in implementing the policy,
accepting the hypothesis that biodiversity is of great importance to Brazil, the country with the largest continental biota of the planet.
