FundaÃÃo de Amparo à Pesquisa do Estado do Cearà / The research analyzed the design of the State Schools of Professional Education (SSPEs) of
State of CearÃ, created in 2008, through the law n 14,273. The general objective is to analyze
the management of SSPEs in the Cid Gomesâs government (2008-2014), based in the
Tecnologia Empresarial Socioeducacional (TESE), guiding document of this schoolâs
model. More specifically we aim to: (i) discuss the socio-metabolic capital system as well as
the strategies of capitalism in crisis to recover himself by the adoption of neoliberal and
globalizing measures and its links with professional education in modern times; (ii)
investigate whether in the proposal of SSPEs from Cearà there is the presence of the ideals of
the Total Quality Management and how it reverberates on the professional education model;
(iii) discuss the CearÃ's EEEPs management with a focus on results-based management.
Consonant with our research line Labor and Education, we chose to utilize the dialectical
historical materialism. For the achievement of the objectives of the research, we used
bibliographical and field research, as well as the documental analysis, with the qualitative
perspective. The "inspirationâ of SSPEs was the experimental centers of Pernambuco, created
in 2003. The philosophy, pedagogical political project and management model of CearÃâs
SSPEs come from the experience of Pernambuco. Imbued with the idea that the problem of
education in Brazil is the school management â and that the government does not have
sufficient conditions to supply the demands â It encourages to cooperation and public-private
partnerships and the submission to the guidelines of market. Private initiative outlines the
school management, developing content and methodologies linked to their own desires. The
guidelines signal essentially to corporate management, mischaracterizing the teaching work
by its submission to the logic mercantile and utilitarian. The management model of SSPEs is
based on the TESE, which in turn takes as reference the Odebrecht Entrepreneurial
Technology (OET). The approach is pragmatic, focused on results-based management,
dealing the management of the school in the same way as are managed the companies. The
"integrated" professional education of Cearà is also the expression of the ideological strength
that noise the discourse of employability, meritocracy and equal conditions for students,
against the growing structural unemployment that plagues the contemporaneous
capitalism. The results of the study indicate that the SSPEs were created in order to meet the
demand of skilled and che ap labor to operate in the market of CearÃ, to fulfill the purposes
and expansion of capitalism in structural adjustment. Thus, the Cearà is in line with the
Federal policy of professional education, in expansion in recent years, complying with the
letter the norms of the multilateral bodies. / A pesquisa analisou o projeto das Escolas Estaduais de EducaÃÃo Profissional (EEEPs) do CearÃ, criadas em 2008, atravÃs da lei n 14.273. O objetivo geral à analisar a gestÃo das EEEPs no governo Cid Gomes (2008- 2014), tendo como referÃncia a Tecnologia Empresarial Socioeducacional (TESE), documento norteador deste modelo de escola. De forma mais especÃfica pretendemos: (i) discutir sobre o sistema sociometabÃlico do capital, bem como as estratÃgias do capitalismo em crise para se recompor mediante a adoÃÃo de medidas neoliberais e globalizantes e seus nexos com a educaÃÃo profissional em tempos hodiernos; (ii) investigar se na proposta das EEEPs cearenses hà a presenÃa dos ideÃrios da GestÃo da Qualidade Total e como isso reverbera sobre o modelo de educaÃÃo profissional; (iii) discutir sobre a gestÃo das EEEPs do Cearà com foco na gestÃo por resultados. Consoantes com nossa linha de pesquisa Trabalho e EducaÃÃo, optamos trilhar pelo materialismo histÃrico dialÃtico. Para a consecuÃÃo dos objetivos da pesquisa foi utilizada a pesquisa bibliogrÃfica e de campo, bem como a anÃlise documental, tendo como perspectiva uma abordagem qualitativa. As EEEPs tiveram como âinspiraÃÃoâ os Centros experimentais de Pernambuco criados em 2003. Toda a filosofia, projeto polÃtico pedagÃgico e modelo de gestÃo das escolas cearenses sÃo oriundos da experiÃncia pernambucana. ImbuÃdos da ideia de que o problema da educaÃÃo no Brasil à a gestÃo escolar â e que a esfera pÃblica nÃo tem condiÃÃes suficientes de suprir as demandas â, estimula-se a cooperaÃÃo e parcerias pÃblico-privadas e submissÃo Ãs orientaÃÃes do mercado. A iniciativa privada delineia a gestÃo escolar, elaborando conteÃdos e metodologias atreladas aos seus prÃprios anseios. As orientaÃÃes sinalizam para uma gestÃo essencialmente empresarial, descaracterizando o trabalho docente na medida em que o submete à lÃgica mercantil e utilitarista. Nas EEEPs, o modelo de gestÃo à baseado na TESE, que por sua vez tem como referÃncia a Tecnologia Empresarial Odebrecht (TEO). A abordagem à pragmÃtica, focada na gestÃo por resultados, tratando a gestÃo da escola da mesma forma como sÃo administradas as empresas. A educaÃÃo profissional âintegradaâ do Cearà à tambÃm a expressÃo da forÃa ideolÃgica que propala o discurso da empregabilidade, da meritocracia e da igualdade de condiÃÃes aos discentes, na contramÃo do cada vez mais crescente desemprego estrutural que assola o capitalismo hodierno. Os resultados da pesquisa apontam que as EEEPs foram criadas, com o intuito de suprir a demanda de mÃo de obra qualificada e barata para atuar no prÃprio mercado cearense para atender aos desÃgnios e expansÃo do capitalismo em ajuste estrutural. Assim, o Cearà està em consonÃncia com a polÃtica federal de educaÃÃo profissional, que tem se expandido nos Ãltimos anos, cumprindo à risca as normatizaÃÃes dos organismos multilaterais.
