Previous issue date: 2015-09-14 / CAPES / Este trabalho é um estudo de caso qualitativo, que teve como campo de pesquisa o Território da Cidadania do Agreste de Alagoas. O objetivo do estudo foi analisar até que ponto há a adequação da oferta de cursos do Pronatec à dinâmica de desenvolvimento do Território investigado. Esta pesquisa foi realizada a partir das experiências vividas por representantes das instituições locais e das informações disponibilizados no Plano Territorial de Desenvolvimento Rural Sustentável e em outros documentos oficiais complementares. Assim, procedeu-se à coleta de dados por meio da análise documental e entrevistas abertas com os representantes das instituições ofertantes dos cursos e de instituições relevantes para a compreensão da dinâmica territorial. Deste modo, procurou-se: Identificar a dinâmica de desenvolvimento do Território, a partir das dimensões enunciadas por Boisier (1999a; 1999b; 1997; 2005); Levantar o panorama da oferta de cursos do Pronatec no Território investigado, identificando as organizações envolvidas, os cursos ofertados e os setores atendidos pelas formações disponíveis; Para, por fim, analisar a relação entre a oferta de cursos do Pronatec e o desenvolvimento no Território da Cidadania do Agreste e responder ao objetivo desta pesquisa. Como fundamentação teórica e conceitual utilizou-se como parâmetro o desenvolvimento endógeno e a literatura do próprio Programa Nacional de Acesso ao Ensino Técnico e Emprego. Os resultados obtidos indicam que não há uma total adequação da oferta de cursos à dinâmica de desenvolvimento do Território investigado, o que se dá em decorrência de fragilidades identificadas na dinâmica do Território e da predominância de interesses de alguns municípios em detrimento do todo. Apesar dos resultados obtidos não serem satisfatórios a pesquisa justifica o seu aparecimento e aponta alguns caminhos possíveis. / This work is a qualitative case study, had as a research field the Territory of Alagoas Agreste Citizenship. The purpose of the study was to analyze the extent to which there is adequate supply of National Program for Access to Technical Education and Employment – Pronatec courses to the development dynamics of the investigated territory. This research was conducted from the experiences of representatives of local institutions and information available on the Territorial Plan for Sustainable Rural Development and other complementary official documents. So we proceeded to the collection of data through document analysis and open interviews with representatives of institutions offering relevant courses and institutions for the understanding of territorial dynamics. Thus, it sought: Identifying the Territory developmental dynamic, from the dimensions set by Boisier (1999a; 1999b; 1997; 2005); access the landscape offering courses in Pronatec investigated Territory, identifying the organizations involved, the courses offered and the sectors served by the training available; to end, to analyze the relationship between the supply of Pronatec courses and development in the Territory of Agreste Citizenship and respond to the objective of this research. As a theoretical and conceptual basis it was used as a parameter endogenous development and and even the National Program for Access to Technical Education and Employment. Results obtained indicate that there aren't an overall matching supply courses to the Territory developmental dynamic investigated, which occurs due to weaknesses identified in the dynamics of the Territory and the prevalence of interests of some municipalities to the detriment of the whole. Although the results obtained not be satisfactory research justifies its appearance and points out some possible paths.
