Previous issue date: 2014 / Nesta pesquisa discutimos a Educação Integral na política educacional brasileira, tomando a Rede Municipal de Ensino de Florianópolis como sua expressão local. Analisamos a política de tempo integral na reforma educacional brasileira; examinamos o Programa Educação Integral da Rede Municipal de Ensino de Florianópolis no governo Berger e refletimos sobre sua implementação na RME. O recorte temporal da pesquisa corresponde à gestão do prefeito Dário Elias Berger (2005-2012) do Partido da Social Democracia Brasileira (PSDB) e dos governos petistas de Lula e Dilma Rousseff (2003-2012). Conquanto pertencentes a partidos diferentes, há uma sintonia entre ambos e nesse período foi nacionalmente fomentada a implantação e implementação da política de Educação Integral no Brasil e, em particular, em Florianópolis. Metodologicamente, realizamos um balanço de produção acadêmica sobre o tema e uma análise de documentos nacionais e municipais referentes à política de Educação Integral. Discutimos as contradições históricas e sociais existentes nestas políticas educacionais, que impactam a escola e o trabalho docente, e sua relação com interesses privatistas. Três são os focos de análise: a desqualificação do professor e do trabalho docente, a atribuição de nova função à escola pública e o estabelecimento de parcerias público-privadas provenientes da política de Educação Integral. Concluímos que a política de Educação Integral procura a) reconfigurar o papel das escolas públicas pela redução de sua função instrucional-formativa e priorização da função de custódia do alunado; b) desqualificar o professor ao incentivar o voluntariado e a entrada de outros profissionais na escola, assim como pela imposição de tarefas que vão além do ensino-aprendizagem; e c) fortalecer o estabelecimento de parcerias público-privadas transferindo recursos públicos à esfera privada.<br> / Abstract : In this research we discuss the Integral Education in the Brazilian educational policy, taking the district School of Florianópolis as its local expression. We analyzed the policy of full-time Brazilian educational reform; We analyzed the Integral Education Program of Florianópolis on the Berger administration and we reflected on their implementation in RME. The time frame of the survey relates to the administration of Mayor Dário Elias Berger (2005-2012) from Brazilian Social Democracy Party (PSDB) and the Presidents of the Workers' Party (PT), Lula and Dilma Rousseff (2003-2012). Although belonging to different parties, there is a synergy between them and in this period was nationally promoted the establishment and implementation the Integral Education policy in Brazil and, particularly in Florianopolis. Methodologically we conducted a balance of academic production on the subject and analysis of national and local documents relating to Integral Education policy. We discussed the historical and social contradictions existing in these educational policies, that impact the school and teachers' work, and its relationship with private interests. There are three focuses: the disqualification of teacher and teaching work, assigning new function to public school and the establishment of public-private partnerships from Integral Education Policy. We conclude that the policy of Integral Education seeks a) reconfigure the role of public schools by reducing their instructional-formative function and prioritization of the custodial function of the students; b) disqualifies the teacher encouraging volunteering and other professionals in the school as well as the imposition of tasks that go beyond the teaching-learning and, C) strengthens the establishment of public-private partnerships transferring public resources to the private sphere.
