La presente tesis define la formulación e implementación de un Plan Estratégico para
la Industria Peruana de las Energías Renovables, con un plazo de desarrollo de 10 años hasta
el 2027. En dicho plan se busca lograr la interacción de los diversos grupos de interés
involucrados para desarrollar la industria a nivel nacional e internacional. Para ello, se
definieron estrategias que se implementarán con el fin de alcanzar los objetivos de largo
plazo.
Desde el 2008, con apoyo del Estado, se iniciaron las subastas energéticas con la
participación de empresas de energía renovable. Actualmente, llega a un 5% presentando la
oportunidad de poder crecer de forma sostenible. Se identificó el alto potencial de la industria
de energías renovables, debido a la creciente demanda nacional, y el desabastecimiento de
energía eléctrica en algunas zonas del territorio peruano.
La industria de energías renovables cuenta con varias ventajas competitivas; partiendo
del uso de recursos renovables, los cuales ayudan a la conservación del medio ambiente y
frenan el cambio climático; la diversidad geográfica y climatológica que tiene el territorio
peruano para poder tener hasta seis tipos de fuentes de energía; y la estabilidad económica, la
cual hace atractiva la inversión.
Como consecuencia del diagnóstico y análisis de la industria desde el entorno y el
intorno de la misma, se plantea la implementación de estrategias específicas externas,
mediante políticas definidas para alcanzar los objetivos de largo plazo orientados a
incrementar las ventas, maximizar la rentabilidad y generar mayor empleo. Para la ejecución
del plan se definieron objetivos de corto plazo, donde la capacidad y recursos de la industria
apoyarán en forma conjunta el logro de forma exitosa y sostenible / This thesis defines the proposal and implementation of a Strategic Plan for the
renewable energy industry in Peru, with an estimated development time range of 10 years
(until 2027). The plan aims at developing the industry at a domestic and international level
through the interaction of the diverse interest groups. For this purpose, attainable,
challenging, long-term and realistic targets were defined, which are accompanied by
powerful strategies to achieve such targets.
The renewable energy industry in Peru shows a high market potential mainly due to
the growing domestic demand and the vast amount of Peruvian territory pending electrical
energy supply. It started in Peru in 2008 with the government support through the
participation of the renewable energy companies in the energy auctions. This participation
currently reaches 5% of the total energy consumption levels which clearly shows a
sustainable potential market growth.
The renewable energy industry consists of multiple competitive advantages such as:
the use of renewable resources (those of which help preserve the environment and slow down
climate change), the Peruvian territory (which features geographic and climatic diversity that
provides up to six different types of energy sources) and Peru’s economic stability which
attracts potential investments in the country.
As a result of the internal and external analysis of the industry, specific external strategies
were proposed for implementation through defined rules in order to reach the long-term goals
aimed to increase sales, maximize revenue and generate higher employment rates. During the
