DISSERTACAO_2008_KellyCristianeSartorio.pdf: 798797 bytes, checksum: 92af78e511efb822acb564005bb5da4e (MD5) / O objeto do presente estudo consiste na relação entre o avanço das novas tecnologias da informação e da comunicação (NTICs) e a concomitante existência de um abismo digital que potencializa as desigualdades sociais. A fim de verificar
como o Estado brasileiro está respondendo a esse novo paradigma tecnológico, é feita uma análise da política pública de inclusão digital, a partir de ações desenvolvidas pelo governo federal. Sob uma perspectiva dialética e utilizando o método histórico-estrutural, esta reflexão crítica busca identificar os principais desafios à consolidação da referida política, enfatizando as conexões com o ideário neoliberal, num contexto no qual interagem agentes públicos e privados. A não observância das diretrizes
governamentais que orientam as ações de inclusão digital no país confirma a distância existente entre o discurso político e a ação pública na condução da questão digital. Além disso, não é possível afirmar que esteja ocorrendo uma transformação da realidade social a partir do acesso e do uso das novas
tecnologias, tendo em conta a ausência de mensuração do impacto social da inclusão digital no público beneficiário das ações governamentais. A contribuição maior da pesquisa foi alimentar e aprofundar a discussão sobre a ideologia da inclusão digital, fugindo ao senso comum que a situa como tábua de salvação para as desigualdades sociais.
______________________________________________________________________________________ ABSTRACT / The aim of the present study is to discuss the relationship between the advance of the new information and communication technologies (NICTs) and the concomitant existence of a digital abyss that emphasizes social inequalities. In order to verify how the Brazilian State reacts to this new technological paradigm, the policy of digital inclusion is analyzed, based on the actions undertaken by the federal government.
Under a dialectical perspective and using the historical-structural method, this critical reflection proposes to identify the major obstacles in the consolidation of the mentioned policy, highlighting the connections with the neo-liberal system, in a context of interaction between public and private actors. Non-observance to digital inclusion governmental directives in Brazil confirms the distance between political discourse and public action in the conduction of policies concerned to the digital issue. Besides, it is not possible to affirm that there is a social transformation as a result of the access and use of new technologies, considering the absence of measurement of the social impact on the beneficiaries of digital inclusion
governmental actions. The main contribution of this research is to stimulate and deepen the
discussion about the ideology of digital inclusion, escaping from the common sense
of making it the last resource for social inequalities.
