nÃo hà / A finalidade dessa dissertaÃÃo foi analisar e avaliar a implantaÃÃo do Programa de AquisiÃÃo de Alimentos â PAA que faz parte da PolÃtica de SeguranÃa Alimentar e Nutricional. Esse Programa destina-se à aquisiÃÃo de produtos agropecuÃrios que sÃo produzidos por agricultores Familiares que se enquadrem no Programa Nacional de Fortalecimento da Agricultura Familiar â PRONAF. O PAA foi instituÃdo em 2003, e tem como funÃÃo distribuir os alimentos adquiridos junto aos agricultores a entidades diversas que lidam com pessoas em situaÃÃo de inseguranÃa alimentar e nutricional. O foco desse estudo foi o analisar o impacto do PAA na composiÃÃo da renda das famÃlias beneficiarias do programa, principalmente entre aquelas famÃlias mais pobres. Outro ponto analisado foi o papel do mesmo no fortalecimento da agricultura Familiar, tendo em vista a forte concentraÃÃo de comerciantes no mercado de hortifrutigranjeiros, onde estes produtos sÃo destinados para a Central de Abastecimento-CEASA, localizada no municÃpio de TianguÃ, ao lado do municÃpio de ViÃosa do CearÃ. Os procedimentos metodolÃgicos utilizados nesse projeto tiveram como base um estudo analÃtico da implantaÃÃo do PAA no municÃpio de ViÃosa do CearÃ, no ano de 2010. A anÃlise contou com metodologia baseada na pesquisa bibliogrÃfica, documental e pesquisa de campo de natureza quantitativa e qualitativa, tendo sido realizadas entrevistas com agricultores familiares e com as instituiÃÃes que operacionalizam o programa. O PAA demonstrou ser um elemento fundamental na geraÃÃo de renda, onde os entrevistados consideraram o programa ser relevante em termos locais, alÃm de atuar na manutenÃÃo do grupo familiar. AlÃm disso, o mesmo atua no fortalecimento da agricultura familiar. Como fator negativo do mesmo, ressalta-se a questÃo da sazonalidade do mesmo, ocasionado por problemas diversos, tais como a falta de recursos financeiros oriundos da esfera federal. / The purpose of this dissertation was to analyze and evaluate the implementation of the Food Acquisition Program - EAP that is part of the Policy for Food Security and Nutrition. This program is intended for the purchase of agricultural products that are produced by Family farmers falling within the National Program for Strengthening Family Agriculture - PRONAF. The PAA was established in 2003 and has the function of distributing food purchased from farmers to different entities that deal with people in a situation of food and nutritional insecurity. The focus of this study was to analyze the impact of the PAA in the composition of the income of beneficiary families in the program, especially among those poorer families. Another point discussed was the role of it in the Family strengthening agriculture in view of the strong concentration of traders in the market for fresh produce, where these products are intended for the Supply-supply structures, located in the municipality of Tianguà beside the municipality ViÃosa do CearÃ. The methodological procedures used in this project were based on an analytical study of the implementation of the EAP in ViÃosa do CearÃ, in 2010. The analysis relied on methodology based on research literature, documentary and field research quantitative and qualitative, have been interviewed farmers and institutions that operationalize the program. The PAA has proven to be a key element in the generation of income, where the respondents considered the program to be relevant in local terms, besides acting in the maintenance of the family group.
