Esta tese investiga as relações estabelecidas entre os agricultores e os atores envolvidos no Sistema Integrado de Produção do tabaco (SIPT) na cadeia produtiva do tabaco no Rio Grande do Sul, dentre elas a Afubra, a Emater, as igrejas, as universidades, as cooperativas e os orientadores técnicos. Constitui-se objetivo deste trabalho analisar as relações de confiança, a partir dos contratos, formais e informais, firmados entre as empresas e os agricultores, tendo em vista o cenário socioeconômico e político em que se encontram tais relações. O tema foi abordado a partir de diferentes perspectivas teóricas e para aprofundar as reflexões têm-se as contribuições de diversas áreas, utilizando como base as reflexões oriundas da nova economia institucional, da sociologia econômica, da administração e das ciências políticas. Se a confiança tem sido pensada como uma expectativa de cumprimento de promessas ou ainda um mecanismo eficiente de controle perante comportamentos oportunistas, pretendeu-se aqui apontar também outras perspectivas sobre o tema, tendo em vista a percepção da importância de questões como cooperação e solidariedade, irracionalidade, motivações, costumes, tradição e religião. Para entender os objetivos propostos, utilizou-se a metodologia quantitativa, com uso da estatística descritiva e realização de cruzamentos entre as variáveis, bem como a construção de um índice capaz de resumir essas relações. Também foram utilizados instrumentos qualitativos, como o diário de campo e entrevistas, a fim de analisar os dados obtidos nas inferências estatísticas e nos cruzamentos entre variáveis que medem as relações de confiança nos atores e organizações com as características dos agricultores. Observou-se que a governança coorporativa se apresenta como uma rede de relações contratuais complexas mediadas e ancoradas por relações de proximidade (amizade e parentesco) encontradas na figura do orientador técnico. A partir das relações de amizade e confiança que mantêm ainda conectados os agricultores às empresas detectou-se que, no imbricamento entre os contratos formais e informais, permeados por mecanismos de controle, baseados em sanções, vem sendo gerenciado e mantido o Sistema Integrado de Produção das empresas de tabaco no Rio Grande do Sul. / This thesis investigates the relations between farmers and actors involved in the Integrated Production System of Tobacco (IPST) production chain in Rio Grande do Sul, among institutions lik Afubra, Emater, churches, universities, cooperatives and technical advisors. Constitutes objective of this work to analyze the relationships of trust, from contracts, formal and informal agreements signed between companies and farmers, in view of the socioeconomic and political setting in which they are such relationships. The subject was approached from different theoretical perspectives and to deepen the reflections have been the contributions of different areas, building on the reflections coming from the new institutional economics, economic sociology, administration and political science. If trust has been thought of as an expectation of fulfillment of promises or an effective control mechanism against opportunistic behavior, we sought to point out here also other perspectives on the subject, in order to realize the importance of issues such as cooperation and solidarity, irrationality, motives, customs, tradition and religion. To understand the proposed objectives the methodology used is quantitative, using descriptive statistics and conducting crosses between the variables, as well as the construction of a confidence index can summarize these relations. Qualitative instruments were also used as the field book and in-depth interviews in an attempt to analyze the data obtained in the statistical inferences and at junctions between variables that measure the relationship of trust in institutions with the characteristics of farmers. It was observed that corporate governance is presented as a complex network of contractual relations mediated by and anchored close relationships (friendship and kinship) found the figure of the technical advisor. From the relations of friendship and trust that keeps farmers still connected actors, it was found that the overlapping between the formal and informal contracts, permeated by control mechanisms based on sanctions and punishments, is being managed and maintained Production System Integrated tobacco companies in Rio Grande do Sul.
