Essa pesquisa trata da análise do processo territorial que sucedeu a antiga Colônia Africana, dando origem, posteriormente, ao bairro Rio Branco e Mont”Serrat. A origem da inquietação foi a percepção, através dos dados do censo das Casas de Religião de Matriz Africana de Porto Alegre (2006), conhecidos como terreiros, que revelou a inexistência desse tipo de estabelecimento na área de estudo (Rio Branco). Contraditoriamente, um século atrás, era o local que, junto com a outra área periférica da cidade, o Areal da Baronesa (atual Cidade Baixa), concentrava a maioria dos terreiros e se organizavam através de um arranjo territorial, manifestado pela sua territorialidade. Esse fenômeno, na Colônia Africana, é o objeto de análise da pesquisa, percebido através dos processos sucessórios de ocupação da área, transformada em bairro Rio Branco em 1912, que resultaram no desmantelamento daquela territorialidade, instalada naquele local, de cunho étnico e, manifesta, nos dias de hoje, nos terreiros. As escalas de abordagem perpassam pelo papel do poder público, representado pelo governo municipal, através dos decretos e leis que interferiram diretamente na regulação do espaço e do poder privado, representado pela sociedade de maior poder aquisitivo, que organizou os espaços de acordo com a criação do solo urbano e sua consequente valorização. Diante desse quadro, ao longo do tempo, as parcelas populacionais de menor poder aquisitivo, representadas, majoritariamente, pelo povo negro de Porto Alegre, experimentam os processos de deslocamento pela cidade, num processo contínuo de fragmentação. Na cidade, esses processos ocorrem em diferentes vetores: culturais, econômicos, políticos, num emaranhado interminável, chamado, por Milton Santos, de espaço banal. / This research deals with the analysis of the territorial process which arose from the former African Colony, leading subsequently to the neighborhood of Rio Branco and Mont'Serrat. The origin of the concern was the perception through the data from the census of the Casas de Religião de Matriz Africana de Porto Alegre (2006), (Porto Alegre’s Religion Houses of African descent (2006)) known as terreiros (backyards), which revealed the lack of this type of elucidation in the field of study (Rio Branco). Contradictorily, a century ago, it was the area that, along with other peripheral part of the city, Areal da Baronesa (currently Cidade Baixa), concentrated most terreiros and it was organized through a territorial arrangement, expressed by its territoriality. This phenomenon, in the African Colony, is the object of analysis in this research, perceived through the subsequent processes of occupation in the area, turned into the neighborhood called Rio Branco in 1912, which resulted in the dismantling of that territoriality, installed at the site, to ethnic imprint, and manifested, nowadays, in the terreiros. The scales of approach pervade the role of public authority, embodied by the municipal government, through the decrees and laws that interfered directly in the regulation of space and private power, represented by those with greater purchasing power, which organized the areas in accordance with the creation of urban soil and its consequent evaluation. In this context, over time, segments of the population with lower purchasing power, represented mostly by black people of Porto Alegre, experience the processes of displacement around the city in a continuous process of fragmentation. In the city, these processes occur in different spheres: cultural, economic, political, in an endless tangle, named by Milton Santos, “banal space”.
