Previous issue date: 2016-11-28 / Conselho Nacional de Desenvolvimento Cient?fico e Tecnol?gico (CNPq) / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior (CAPES) / A presente tese se insere no debate recente sobre a pol?tica habitacional brasileira contempor?nea, focalizando o Programa Minha Casa, Minha Vida (PMCMV). Observa-se que a produ??o habitacional de interesse social tem sido orientada principalmente pelos agentes imobili?rios, sob uma l?gica eminentemente capitalista, fortemente suportada pelo Estado, com ?nfase na escala metropolitana, onde tamb?m ocorre a reprodu??o socioespacial das fam?lias em face do processo de metropoliza??o. Na pr?tica, essa reprodu??o acontece com base em um modelo de organiza??o socioespacial do territ?rio marcado por uma expressiva desigualdade social relacionada ao processo de mercantiliza??o da terra e da moradia. Nesse contexto, emerge um impasse entre a escala do fen?meno - problem?tica habitacional em termos de d?ficit quantitativo e qualitativo ? e a escala de atua??o dos munic?pios, a quem cabe implementar o PMCMV. Considerando essa problem?tica, questiona-se como o Programa Minha Casa, Minha Vida estrutura a produ??o habitacional de interesse social na Regi?o Metropolitana de Natal? Admite-se como pressuposto que o Programa Minha Casa, Minha Vida estrutura a produ??o habitacional de interesse social na Regi?o Metropolitana de Natal a partir do estabelecimento de condi??es para o desenvolvimento de novas pr?ticas por parte de agentes imobili?rios, mediadas pelo Estado, relacionadas ?s escalas de opera??o imobili?ria e seus produtos, e de atua??o espacial dos mesmos. Nesse sentido, o objetivo ? investigar o Programa Minha Casa, Minha Vida (PMCMV), visando identificar a estrutura existente da produ??o de interesse social na Regi?o Metropolitana de Natal, suas caracter?sticas e principais resultantes. Aborda-se, portanto, o PMCMV relacionado ? produ??o habitacional de interesse social e aos agentes estatais e imobili?rios que participam do seu processo de implementa??o no per?odo de 2009 a 2014. Delimitou-se como universo de estudo a Metr?pole Funcional da Regi?o Metropolitana de Natal (RMNatal) formada pelos munic?pios de Natal, Parnamirim, S?o Gon?alo do Amarante, Maca?ba e Extremoz. Dentre os procedimentos metodol?gicos destacam-se a realiza??o de pesquisa qualitativa junto aos agentes, por meio da realiza??o de entrevistas semiestruturadas com gestores municipais e representantes da Caixa Econ?mica Federal e de empresas do setor da constru??o civil, e an?lise documental de legisla??es que incidem sobre o programa. Fez-se uso, tamb?m, de dados secund?rios sobre produ??o habitacional. Identificou-se o movimento de interioriza??o perif?rica da produ??o habitacional de interesse social protagonizado pelos agentes imobili?rios, os quais t?m atuado tendo como refer?ncia o espa?o metropolitano, enquanto que a pol?tica p?blica de habita??o se organiza em torno de a??es locais. Os resultados da investiga??o apontam para a ocorr?ncia de um processo de estrutura??o do imobili?rio na Metr?pole Funcional direcionado para as fam?lias de interesse social, engendrado pelo Programa Minha Casa, Minha Vida. / This thesis deals with current issues related to contemporary Brazilian housing policies focusing the housing Program called Minha Casa, Minha Vida. It was seen that social housing production has been guided by real estate agents and set on a capitalist logic that is throughly supported by the State. These views are enphasized in a metropolitan scale which enables socio-spatial reproduction of families in the metropolization process. In practical terms, this reproduction occurs based on a socio-spatial organization model of the territory that in turn, is set on expressive social inquality related to the the commodification of land and housing. Thus, a standoff emerges between the scale of the phenomenon ? - problematic Housing in terms of qualitative and quantitative d?ficit in the scale of operations of these municipalities; which are responsible for implementing housing programs. Thus, considering these issues, this work aims to enquire: How does the Minha Casa, Minha Vida program structure social interest housing production in the Metropolitan Region of Natal in Rio Grande do Norte in Brazil?. It is admited that this program is established and set on certain development condtions that foment new housing practises on behalf of real estate agents. These practises are mediated by the state and relate to real estate products and operation scales; considering their spatial performance Thus, the research investigates the Minha Casa, Minha Vida Program aiming to identify its current structure regarding social interest production, its mains characteristics in the Metropolitan Region of Natal. The work also deals with State and real estate agents; participants in the program?s implementation process. This is done considering the time period of 2009 to 2014. The study universe is delimited by the functional metropolis of Natal; formed by the cities of Natal, Parnamirim, S?o Gon?alo do Amarante, Maca?ba and Extremoz. As for methodological procedures, a qualitative research with semi-structured interview was realized with municipal managers, representatives of the Caixa Econ?mica Federal Bank as well as civil construction companies. There was also a documental analysis that considered the program?s legislation and secondary data on housing production. The research identified a movement towards peripheral internalization of social housing production on behalf of real estate agents that have considered this metropolitan space as a reference. On the other hand, it was possible to perceive that housing public policies are organized based on local actions. The research results point to the occurrence of a real estate structuring process in the Functional Metropolis of Natal that in turn, are directed to the families of social interest by the Minha Casa, Minha Vida Program.
