Cirkulär ekonomi i kommunal verksamhet : En fallstudie på Helsingborgs stads arbete med handlingsplanen för cirkulär ekonomi och projektstyrning

Background: The City Council of Helsingborg commissioned the municipal board to develop an action plan to promote the sharing economy and circular economy in Helsingborg 2020-2024. The number of projects in the public sector has increased and as a result of new requirements from the Swedish government and EU directives, organizations must work more circularly during projects. Therefore, new working methods and strategies are required to work in a circular way, and an important part is to introduce circular business models. However, there are no clear guidelines, decision paths or planning methods for how organizations should implement circular projects. Purpose: The purpose of this study is to describe and analyze the usage of Helsingborg's action plan for the impact of the circular economy on project management, as well as to identify and map the perceived effects of the action plan for Helsingborg's city administrations. Method: This study is a qualitative case study with a deductive research approach that contains iterative elements. Furthermore, semi-structured interviews have been conducted to collect empirical material with respondents through a snowball sampling. The theoretical frame of reference consists of scientific articles, literature and documents. Conclusion: The action plan contributes to the city of Helsingborg becoming a more sustainable and circular city in the future. The administrations' working methods will also become more efficient through more digital aids, which will enable more circular projects. The public sector has an essential role in breaking the linear economy and transitioning to the circular one. However, one difficulty is implementing circular working methods on a larger scale. All parties must be involved and promote circularity for large projects to succeed. Keywords: Circular economy, project management, public sector, action plan
