Previous issue date: 2017-05-05 / Nosso objetivo ? avaliar a qualidade da aloca??o dos recursos p?blicos provenientes do FUNDEB, especificamente no Ensino Fundamental, nos munic?pios do RN, sob a ?tica das microrregi?es. O per?odo escolhido se refere ao ano de 2015, que corresponde ? divulga??o do ?ltimo resultado do IDEB. Para tanto, foram utilizados tr?s bancos de dados: o SIOPE, o Censo Escolar e o IDEB. As vari?veis selecionadas nesses bancos de dados foram: o n?mero de matr?culas da rede municipal de ensino, as despesas de cada munic?pio relativas ao Ensino Fundamental e os resultados do IDEB. A metodologia utilizada foi a desenvolvida por Brunet, Bert? e Borges (2008), os quais criaram um Indicador de Qualidade da Educa??o, resultante da raz?o entre o Indicador de Desempenho e o Indicador de Despesa, ambos referentes ao mesmo ano. Os resultados foram analisados de tr?s modos: entre os munic?pios de cada microrregi?o, entre as microrregi?es e entre todos os munic?pios. Destacando-se as microrregi?es de Mossor?, Chapada do Apodi, Vale do A?u, Serra de S?o Miguel, Serid? Ocidental, Serid? Oriental, Litoral Nordeste e Natal, as quais foram consideradas eficientes. J? observando os munic?pios de forma isolada, os melhores ?ndices de qualidade dos gastos p?blicos em educa??o foram os apresentados por Serra Negra do Norte, ?gua Nova, Major Sales, Cruzeta e Angicos. / Thus, the objective of this work is to evaluate the quality of the allocation of public resources from the FUNDEB (Maintenance and Development of Basic Education and Enhancement of Education Professionals Fund), specifically, in elementary school, in the municipalities of Rio Grande do Norte, from the perspective of micro-regions. The period chosen was the year of 2015, that corresponds to the release of the last result of the IDEB (Development of Basic Education Index). To this end, three databases were used: the SIOPE (System of Information on Public Budgets in Education), the School Census and the IDEB. The selected variables in these databases were: the number of registrations in the municipal education network, the expenditure of each municipality with the Elementary School and the results of the IDEB. The methodology used was developed by Brunet, Bert? and Borges (2008), which created a Quality of Education Index, resulting from the ratio between the Performance Index and the Expenditure Index, both for the same year. The results were analyzed in three ways: between the municipalities of each region, between regions, and between all municipalities. Highlights for the micro-regions of Mossor?, Chapada do Apodi, Vale do A?u, Serra de S?o Miguel, Serid? Ocidental, Serid? Oriental, Litoral Nordeste and Natal, which were considered effective. However, observing the municipalities separately, the best quality indexes of public expenditure in education were from Serra Negra do Norte, ?gua Nova, Major Sales, Cruzeta and Angicos.
