Previous issue date: 2009-03-24 / Secretaria da Educação do Estado de São Paulo / In this work it is analyzed the articles about education in the Folha de S. Paulo newspaper,
with the goal to identify the nature of the developed discussions about the concept of
quality of basic education. It is investigated who talks, what is discussed and how the
discussion is performed, considering the hypothesis that this discourse have main
importance in the representations about Brazilian Public Scholl. This study is delimited to
the articles published in the following years to the promulgation of the present LDB 9324-
1996 until 2006, period in which the school national exams in great scale are created.
The articles were divided according to the type of the discourse produced: politician,
economic and pedagogical, and in a general way, show that the discussion of the quality of
education as the need for economic development, observed in this sequence, justify and
conform the content of discussions under a economical view. In the newspaper, this
conformation appears, specially, in the Tendências e Debates section represented by
agents of the politician, enterprise and economic fields, in opinions that homogenize this
kind of discourse and in a space that the newspaper announces as the local which receives
the diversity of the opinions of the civil society. The material analyses was based mainly on
the concepts of journalistic field and symbolic power defined by Pierre Bourdieu / Nesta pesquisa analisam-se as matérias sobre educação no jornal Folha de
S.Paulo, com vistas a identificar a natureza das discussões nele desenvolvidas acerca do
conceito de qualidade do ensino na educação básica. Trata-se de investigar quem fala, o
que se fala e como se fala, considerando a hipótese que esse discurso tem força decisiva
nas representações sobre a escola pública brasileira. Delimitou-se este estudo às matérias
publicadas na década subseqüente à promulgação da atual LDB 9394 1996 a 2006,
período em que se criam as avaliações de rendimento escolar em grande escala.
As matérias foram divididas de acordo com o tipo de discurso produzido:
pedagógico, econômico e político, e de modo geral, mostram que a discussão da
qualidade do ensino como necessidade para o desenvolvimento econômico, visto nessa
ordem, justifica e conforma o conteúdo das discussões sob uma ótica economicista. No
jornal essa conformação aparece, especialmente, na sessão Tendências e Debates
representada por agentes dos campos político, empresarial e econômico, em opiniões que
homogeneízam esse tipo de discurso e no espaço que o jornal anuncia como local que
acolhe a diversidade de opinião da sociedade civil. A análise do material esteve apoiada
nos conceitos de campo jornalístico e poder simbólico enunciados por Pierre Bourdieu
