A Segurança Pública passa por momentos de instabilidade e descrédito. Faz-se indispensável fomentar a discussão sobre a eficiência do modelo de Polícia adotado no Brasil. Algumas experiências isoladamente tentadas pelas corporações estaduais, como a elaboração do Termo Circunstanciado pela Polícia Militar nos estados do sul, Alagoas e Sergipe, buscam o efeito almejado. Entretanto, pode ser a solução a junção delas a um novo paradigma tanto no âmbito de Polícia, como a experiência de trabalho conjunto entre as Polícias Civil e Militar no estado do Ceará, quanto no âmbito de justiça criminal, como a substituição do delegado e do inquérito policial pelo Juizado de Instrução e Garantias. Nesse trabalho visualizou-se a tentativa de renovação das posturas do Estado, já que o sistema de Segurança Pública Brasileiro é baseado na Constituição Federal de 1988, que em seu texto prevê a divisão das Polícias brasileiras em ciclos de Meias-Polícias. Este sistema não evoluiu de maneira a suprir as necessidades da população brasileira e, por vezes, é desrespeitado inadvertidamente, invadindo-se a jurisdição de outra instituição, simplesmente para efetuar as obrigações. Nesse ímpeto, sugerimos a implantação do Ciclo Único de Polícia, pois para a população não importa quem é agente administrativo e quem é agente judiciário, desde que tenha suas necessidades atendidas. / The theme emerged on the increasing numbers of various offenses that feed the crime statistics. Public Security goes through moments of instability and distrust. It will be essential to stimulate discussion on the effectiveness of the adopted Police model in Brazil. Some experiences alone tried by state corporations, such as the preparation of the Military Police Detailed Term in the southern states, plus the states of Alagoas and Sergipe, seek the desired effect. However, it may be the solution to join them to a new far paradigm within the Police, as the experience of working together between the Civil and Military Police in the state of Ceará, and in the context of criminal justice, such as the replacement of the delegate and police investigation by the Court of Instruction and Warranties. In this work we envisioned to attempt renewal of state positions, as the Brazilian Public Security system is based on the Federal Constitution of 1988 in its text provides for the division of Brazilian Police in cycles of Semi-Police. This system did not evolve in order to meet the needs of the population and is sometimes disrespected inadvertently invading the jurisdiction of another institution, simply to perform the obligations. In this momentum, we suggest the implementation of the Single Cycle Police because the population no matter who is administrative agent and who is legal agent, provided you have their needs met.
