Previous issue date: 2006 / This essay intends to investigate the necessary conditions for the existence and the maintenance of a state of Democracy. It begins with a synthetic concept of Democracy, analyzing three models pertaining to History: the ancient, the modern and the contemporary concepts of Democracy, identifying the permanent elements in the models. Following, it deals with the proper conditions for Democracy, ascertaining the existence of institutional, socioeconomic, psychological, psychosocial and ethical conditions. The essay asserts that, to maintain Democracy in stability and permanence, it is necessary to incorporate Democracy to social life and culture as an interactive action, not only as a way to authorize and elect governments, but also with the imposing participation of all in the solution of common problems. Exercised at home, at work, in society and by governments, Democracy must be carried on to the good understanding between nations, to avoid and eliminate wars, worshiped as a right of humanity. / A presente dissertação objetiva investigar as condições necessárias para que exista e se mantenha uma democracia. Após esboçar-se um conceito sintético de democracia, examinam-se os três modelos encontrados na história: a democracia antiga, a moderna e a contemporânea, buscando-se os elementos permanentes existentes nesses três modelos. Passa-se, após, à perquirição das condições, propriamente ditas, da democracia, apurando-se a existência de condições institucionais, socioeconômicas, psicológicas, psicossociais e éticas. Sustenta-se que, para se manter a democracia com estabilidade e perenidade, é necessário que ela se incorpore à vida e à cultura da sociedade e que seja aplicada em todas as interações sociais, não devendo se constituir apenas em uma forma de se autorizar e eleger governos. Impõe-se a participação de todos na solução de problemas comuns. Exercida no lar, no trabalho, na sociedade, no governo do país, deve ser levada às relações entre as nações, para banir-se as guerras, consagrando-se como um direito da humanidade.
