Den svenska normprövningen utgörs av bland annat Lagrådets förhandsgranskning. EU-rättens särskilda ställning har föranlett ett intresse för att undersöka Lagrådets verksamhet ur ett unionsrättsligt perspektiv. I uppsatsen har tre huvudkategorier av lagförslag identifierats: lag för införlivande av EU-direktiv, lag för annan EU-anpassning, samt nationellt initierade lagförslag. Analysen har syftat till att förstå hur EU-rätten kommer till uttryck i Lagrådets yttranden över lagförslag ur de tre olika lagstiftningskategorierna. För frågan har de unionsrättsliga utgångspunkterna presenterats och åtföljts av en diskussion om Lagrådets verksamhet och roll. Analysen har lett till att vissa mönster av unionsrättsliga uttryck har trätt fram. Lagrådets hänsyn till EU-rätten uttrycks framförallt i form av lagtekniska råd. Bakom dessa (enbart konsultativa) råd framhålls EU-rätten ibland explicit, medan det vid andra tillfällen endast finns implicita indikationer. Vidare i uppsatsen presenteras olika unionsrättsliga uttryck för vart och ett av de identifierade lagstiftningskategorierna. / The Swedish judicial review includes, inter alia, judicial preview by the Council on Legislation (Swedish: Lagrådet). The special status of the European Union law has led to an interest to study the Swedish judicial preview from a European Union legal perspective. In the essay, three categories of law proposals have been identified: laws for implementing EU-directives, laws for other EU-adjustment, and nationally initiated law proposals. The aim of the analysis has been to understand how EU law is expressed in the judicial preview of law proposals from these three categories. For this study, the basis of European Union law has been presented, and followed by a discussion on the activity and the role of the Council on Legislation. The analysis has led to the findings of some patterns of EU law expressions. The Swedish judicial preview regards the EU law foremost through (legal) technical advices. Behind these (merely consultative) advices the EU law is sometimes expressed explicitly, while other times there are only implicit indications. Furthermore in the essay, different expressions of EU law are presented for each of the identified categories of laws.
