[pt] A dissertação tem como objetivo analisar a política externa
argentina de alinhamento com os EUA nos anos 90. No curso
do trabalho, procura-se demonstrar que o programa de
inserção internacional do governo Menem, para além de uma
instância de apoio do novo modelo econômico ou de um
esforço de adaptação às novas circunstâncias externas,
apresenta um vínculo muito claro com uma determinada
leitura da história diplomática do país em voga nos 80.
Tal leitura é baseada na noção de que a incapacidade
histórica da Argentina em manter uma boa relação com os EUA
tem sido um fator determinante no processo de decadência
econômica e institucional do país. Na teoria do realismo
periférico, Carlos Escudé parte desta interpretação da
história para advogar a construção de uma aliança especial
com os EUA, na qual a Argentina deve fazer todas as
concessões possíveis aos EUA no plano político-estratégico,
restringindo as zonas de atrito às questões econômicas
pontuais. / [en] The purpose of this work is to analyse Argentine foreign
policy of alignment with the United States in the 90`s. It
is shown that the strategy of Menem`s foreign policy has a
clear connection with a line of interpretation of the
diplomatic history of the country, based on the assumption
that the historic incapacity of Argentina to establish good
relations with the United States was a crucial factor in
the country`s process of economic and institutional decay.
In the theory of peripheral realism, Carlos Escudé departs
from this notion to advocate the construction of a special
alliance with the United States, in which Argentina
should make all the concessions in the political-strategic
domain, though preserving the right of confronting the
United States whenever its immediate economic interests
would be at issue.
