The aim of the study was to increase the understanding of the social secretary’s individual professional judgments in accordance with the compulsory legislation Law (1988: 870) on the care of addicts in certain cases. The study wants to show how social secretary’s perceive if there are various factors that influence judgments. Drug and alcohol abuse is a major social problem and it affects many individuals. It is the social service that is responsible for helping and supporting the individual. There is a knowledge gap regarding how social secretary’s approach towards compulsory treatment affects judgements, but also how uncertain it is with individual judgements. Six social secretaries were interviewed in a qualitative study and the result was analyzed with the help of themes and coding but also the theory of discretion regarding to street- level bureaucrats. Result showed that the compulsory treatment is lacking. The six social secretaries described that the legislation can be interpreted differently and their experience is important while judging.
