El Proyecto de innovación tiene por objetivo modificar la estrategia policial preventiva de las
Comisarías a nivel nacional en la Policía Nacional del Perú, a partir de la experiencia del patrullaje
por sectores llevado a cabo en el distrito de San Juan de Miraflores en los años 2017 y 2018. Este
servicio policial de patrullaje por sectores es una de las estrategias desarrolladas por la policía
desde el año 2014.
La seguridad ciudadana es uno de los principales problemas que afecta al país. La policía realiza
distintas operaciones tendientes a reducir los delitos y faltas; sin embargo, dichas acciones no
logran los resultados esperados, y ello puede deberse a la falta de medios o a la ejecución
inadecuada de lo programado, lo que hace reevaluar si la estrategia es la más adecuada, o el
problema está en factores que afectan su ejecución.
Se debe tener en cuenta que el patrullaje por sectores no debe ser considerado el único servicio
policial responsable de la percepción de inseguridad; sin embargo, es uno de las funciones más
importantes para la prevención.
El patrullaje policial ha pasado por las siguientes etapas:
• La etapa preventiva empírica, desde el siglo XIX hasta 1922.
• La etapa profesional del patrullaje, que va desde 1922 hasta la década de los años 80,
donde se tecnifica a través de procedimientos preestablecidos.
• La etapa de repliegue del patrullaje, debido al terrorismo, el acuartelamiento de los
policías en las comisarías, y los costos colaterales negativos de la unificación de las tres
ex instituciones.
• La etapa actual, donde no se logra aún desarrollar un modelo coherente de prevención
policial.
Se concluye en que el servicio de patrullaje por sectores bajo el modelo de policía comunitaria,
siendo una alternativa viable, que asegura el incremento de los niveles de confianza ciudadana,
permitiendo bajar los índices de percepción de inseguridad. / The objective of the Innovation Project is to modify the existing preventative strategies of the
Peruvian National Police's police stations on a national level, based upon the patrol experience
carried out in the district of San Juan de Miraflores in the years 2017 and 2018. This patrol service
has been developed by the police since 2014.
Citizen security is one of the predominant issues impacting the country. The police carries out
various operations to curb crimes and misdemeanors; however, said measures seldom achieve the
desired outcomes, which can be attributed to the means or inadequate execution, begging the
question of whether or not they are the most suitable strategies, or whether the problem lies within
the factors affecting the execution.
It should be taken into account that patrols are not the only police service responsible for the
perception of insecurity; however, it is one of the most important preventative measures.
Police patrols have undergone the following stages:
• The empirical preventative stage, from the nineteenth century until 1922.
• The professional stage, spanning from 1922 to the eighties, where it became technified
through pre-established procedures.
• The withdrawal of patrols, due to terrorism, the barracking of police officers within police
stations, and the negative collateral costs of the unification of the three former institutions.
• The current stage, where a coherent preventative police model has failed to be developed.
It is concluded that the sector patrol services under the community police model, being a viable
alternative, ensures increases in the levels of civilian confidence, allowing the perception of
insecurity to decrease. / Trabajo de investigación
