nÃo hà / O presente trabalho à resultado de um estudo o qual se propÃe observar atentamente a
implementaÃÃo do OrÃamento Participativo e seu respectivo impacto sobre o Bem-Estar
Social nos municipios que adotaram essa politÃca. A metodologia empregada na avaliaÃÃo dos
dados faz uso do mÃtodo DiferenÃas em DiferenÃas com dados em painel. Construi-se um
banco de dados com informaÃÃes fornecidas pelo FINBRA, abrangendo um perÃodo que vai
de 2003 a 2012. Para avaliar o impacto do orÃamento participativo, foram utilizados dados
referentes aos gastos municipais com educaÃÃo, saÃde, cultura, habitaÃÃo, urbanismo,
desporto, lazer e assistÃncia social. Os resultados obtidos atravÃs da estimaÃÃo do modelo para
os gastos per capitas dos municÃpios que implantaram o OrÃamento Participativo, apontam
que houve um impacto significativo e positivo sobre o Bem-Estar Social na qualidade de vida
de seus respectivos cidadÃos, incluindo no mesmo o municÃpio de Fortaleza. / This work is a result of a study which aims to closely observe the implementation of the
participatory budgeting and its respective impact over the Social Welfare in the municipalities
which have adopted such policy. The approach used in the data evaluation makes use of the
method differences-in-differences (DD) with panel data. It was built up a database with
information provided by FINBRA, covering a period ranging from 2003 to 2012. To assess
the impact of the variables to the analysis of this study, we used data related to the municipal
spending on education, health, culture, housing, urbanism, sport, leisure and social assistance.
The results obtained from the estimation for the per capita expenditure model for the
municipalities which implemented the Participatory Budget, show that there was a significant
and positive impact on social welfare in the quality of life of their citizens including, in the
above mentioned model, the city of Fortaleza.
