Entretanto, cabe esclarecer que a concentração da análise se deu em algumas experiências vividas pelo Poder Judiciário. Como forma de desenvolver a pesquisa, foi firmado o objetivo principal verificar se o acompanhamento da gestão orçamentária adotado pelo Tribunal Regional Eleitoral de Mato Grosso do Sul está contribuindo para melhorar a qualidade da gestão na instituição. Já como opção metodológica, foi realizado um estudo de caso, o qual teve como parâmetros as experiências gerenciais dos anos de 2004 e 2005. Ainda em relação à metodologia adotada nesta pesquisa, é interessante registrar que ela foi estruturada em alguns tópicos, os quais procuraram enfatizar os seguintes pontos: descrição a respeito da característica da pesquisa e do método de investigação utilizado; elaboração das perguntas da pesquisa; exposição do motivo da escolha da organização; e apresentação das limitações desta pesquisa, bem como alguns outros pontos necessários a serem explicados. Como resultado geral da pesquisa, observou-se que no Poder Judiciário, tanto no Brasil como em outros países, está ocorrendo um movimento de profissionalização dos seus administradores, além da implementação de técnicas de controle gerencial como forma de atingir a eficiência operacional. Eleitoral de Mato Grosso do Sul em aperfeiçoar a estrutura de planejamento e de controle dentro da Instituição, o que está acontecendo através de incentivo à capacitação de servidores, utilização de mão-de-obra especializada de acordo com a natureza da função e apoio ao trabalho de elaboração de índices de análise gerencial.
The subject covered in this, it should be made clear that the analysis focused more on some events experienced in the Judiciary dissertation is connected to the application of the system of management control in the public services sector. As a form for developing the research, it was determined that the main objective would be to verify if the budget management adopted by the Regional Electoral Court of Mato Grosso do Sul contributed for the improvement of the quality of the management in the institution. The methodological option was carried out as a case study which had for its parameters the management experiences from the years 2004 and 2005. It is interesting to mention that the methodology used in this research was purposely structured to emphasize the following points: descriptions of characteristics of the research and of the approach of inquiry; elaboration of the questions used in the research; exposition of the motive of the organization; and the presentation of the limitations of this research, as well as some other points that need clarification. As one of the general results of this research, it was observed that the Judicial Power in Brazil, as in other countries, is moving towards the professionalization of the administrators, implementing management control techniques as a way of reaching operational efficiency. Regarding the case study, it was established that a direct concern exists at the directing body of the Regional Electoral Court of Mato Grosso do Sul in optimizing the structure of planning and of control inside the Institution, what is happening through the incentive to the qualification of servants, through the utilization of specialized labor according to the nature of the function and through support to the work of elaborating management analysis indexes.
