The paper deals with problems related to organisation development management. Works and researches by Lithuanian and foreign authors on the issues of organisation management, development, administration, transformations and organisational culture have been analysed and systematized. It has been found out that deep understanding, insight and administrative competences are necessary for organisation management. The analysis shows that organisation development is not a characteristic feature of every organisation. The process of development needs understanding and administration skills otherwise the organisation does not develop. Applying theoretical solutions and methods the analysis of the stock company „Lithuanian Railways“ Šiauliai branch „The Infrastructure of Šiauliai Railways“ has been carried out and included: the assessment of the performance of the branch, the analysis of its human resources and attitudes of the managers and the staff towards the dominating type of organisational culture in the company. The model of management of organisation development is proposed: how changes implemented in its management structure and organisational culture can transform its performance to a higher level. The hypothesis formulated by the author has not been proved: organisational culture and flexible management structure are not characteristic for the branch „The Infrastructure of Šiaulai Railways“ of the stock company „Lithuanian Railways“ as a developing organisation.
