Previous issue date: 2016-06-30 / A evolu??o das teorias democr?ticas vem indicando uma tend?ncia de abertura para a participa??o social, com a possibilidade de a popula??o manifestar suas demandas de pol?ticas p?blicas atrav?s de diversos meios, conforme demonstram os estudos de Held (1987) e Pateman (1992). Na democracia deliberativa, vertente mais moderna, indica-se a necessidade de espa?os institucionalizados para a realiza??o desta participa??o, como os Conselhos de Pol?ticas P?blicas ou os Planos Diretores, por exemplo. Nesse sentido, esta disserta??o almeja verificar de que forma se d? o exerc?cio da democracia deliberativa, em um n?vel local, atrav?s da avalia??o do funcionamento de um desses instrumentos, no munic?pio de Parnamirim. Assim, o objetivo da presente pesquisa ? compreender a atua??o do Conselho Municipal de Educa??o de Parnamirim. Para tanto, foi desenvolvida uma pesquisa aplicada, descritiva e de cunho qualitativo, por meio de um estudo de caso. A fim de proceder a an?lise do Conselho, foi utilizada a metodologia de avalia??o proposta por Gon?alves et al (2012). A coleta de dados se deu atrav?s de pesquisa documental, de entrevistas estruturadas e da aplica??o de question?rios. Como resultado, observou-se que o conselho estudado possui atributos necess?rios ? democracia deliberativa, como a alta intera??o, comunica??o e confian?a rec?proca entre os membros do colegiado. Apesar de sua cria??o n?o advir de um movimento da comunidade, percebe-se um melhor funcionamento do conselho com o passar dos anos. Em contrapartida, carece de melhora no que se refere ao estabelecimento de metas e a dar meios de treinamento aos seus membros, possibilitando uma participa??o mais capacitada. Verifica-se ainda a necessidade de aproxima??o do conselho ? popula??o quando do levantamento das demandas educacionais do munic?pio. / The evolution of democratic theories have indicated an opening tendency for social participation, with the possibility of the public express their demands for public policies through various media, as shown by the studies Held (1987) and Pateman (1992). In deliberative democracy, more modern aspect, it indicates the need for institutionalized spaces for the realization of this participation as the Public Policy Councils or master plans, for example. In this sense, this work aims to verify how it gives the exercise of deliberative democracy at a local level through the evaluation of the functioning of one of these instruments, in Parnamirim city. The objective of this research is to understand the role of the Parnamirim's Municipal Council of Education. Therefore, an applied research, descriptive and qualitative approach was developed, through a case study. In order to carry out analysis of the Council was used the evaluation methodology proposed by Gon?alves et al (2012). The data collection was carried out through desk research, structured interviews and questionnaires. As a result, it was observed that the studied board has attributes necessary for deliberative democracy, as the high interaction, communication and mutual trust between the collegiate members. Despite its creation does not come from a community movement, it is possible to see a better functioning of the board over the years. In contrast, lack of improvement with regard to setting goals and means to give training to its members, allowing a more qualified participation. It also notes the need to approach the council to the population when looking for the educational demands of the municipality.
