Previous issue date: 2017-02-20 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior (CAPES) / Nos governos do presidente Lula (2002-2010), ocorreu uma significativa expans?o do Ensino Superior no Brasil, seja atrav?s da amplia??o do acesso nas universidades p?blicas federais, seja atrav?s de programas como o Fundo de Financiamento Estudantil (FIES) e especificamente o Programa Universidade para Todos (ProUni). A pesquisa ?Pol?ticas P?blicas e Educa??o: uma avalia??o do Programa Universidade para Todos (ProUni) em Natal-RN?, teve com objetivo geral avaliar a efetividade do ProUni enquanto uma pol?tica p?blica na ?rea da Educa??o Superior na cidade de Natal-RN. Nos objetivos espec?ficos, foi investigado e discutido o processo que envolve a implementa??o, a cria??o, as caracter?sticas e o desenho institucional do programa, bem como seus limites e avan?os, a efetividade social do ProUni na capital do Rio Grande do Norte. O ProUni surgiu em 2005, no Brasil, como um programa do governo federal que permite, atrav?s de uma parceria p?blico-privada, a amplia??o do acesso ao ensino superior. O processo metodol?gico constitui-se da an?lise bibliogr?fica e documental sobre a implementa??o do ProUni no pa?s, no Rio Grande do Norte e na cidade de Natal-RN, como tamb?m foi feita uma discuss?o te?rico-metodol?gica sobre o campo de Avalia??o de Pol?ticas P?blicas e sobre a Educa??o Superior no pa?s, o ensino p?blico e o ensino privado. No entanto, para a fundamenta??o da tese, foram realizadas, tamb?m, entrevistas individuais com gestores de institui??es privadas de ensino superior e grupos focais com estudantes bolsistas do programa em Natal-RN. Os resultados apresentados pela pesquisa apontaram que apesar de existirem algumas quest?es que devem ser melhoradas no ProUni, como as condi??es para a perman?ncia dos bolsistas nos cursos, o programa ? uma importante ferramenta de acesso a uma gradua??o para uma parcela da sociedade que n?o conseguiu uma vaga nas institui??es p?blicas de ensino universit?rio, modificando, assim, a perspectiva de futuro dos benefici?rios dessa pol?tica p?blica, apontando novas possibilidades profissionais, novas oportunidades de transformar suas vidas e a hist?ria de vida de suas fam?lias atrav?s da expans?o de suas capacidades a partir do ingresso, como bolsista do ProUni, em um curso de gradua??o em uma institui??o privada de Educa??o superior em Natal-RN. / In the governments of President Lula (2002-2010), there has been a significant expansion of Higher Education in Brazil, either through the growing of access in Federal Public Universities, or through programs as the Fund for Student Financing (FIES) and specifically the University Program For All (ProUni). The research "Public Policies and Education: an Valuation of the University for All Program (ProUni) in Natal-RN", has as finality evaluate the effectiveness of ProUni while a public policy in the area of Higher Education in the city of Natal ? RN. In the specific objectives, the process that involves the implementation, creation, characteristics and institutional design of the program, as well as its limits and advances, the social effectiveness of ProUni in the capital of Rio Grande do Norte was investigated and discussed. ProUni was created in 2005 in Brazil as a federal government program that allows, through a public-private partnership, the expansion of access to higher education. The methodological process consists of a bibliographical and documentary analysis of the implementation of ProUni in the country, in Rio Grande do Norte and in the city of Natal ? RN, as well as a theoretical-methodological discussion on the field of Valuation of Public Policies and On Higher Education in the country, public education and private education. However, for the foundation of the thesis, individual interviews were also conducted with managers of private higher education institutions and focus groups with students of the program in Natal ? RN. The results presented by the research to pointed that although there are some issues that need to be improved in ProUni, such as the conditions for scholarship holders to stay in the courses, the program is an important tool for accessing a degree for a portion of society that did not Public Universities, thus modifying the future perspective of the beneficiaries of this public policy, pointing new professional possibilities, new opportunities to transform their lives and the life's history of their families by expanding their capacities as a ProUni Fellow, in a graduate course at a private higher education institution in Natal ? RN.
