Esta pesquisa teve como ponto de partida o reconhecimento da existência de parcelas da
população que sempre tiveram de recorrer ao mercado informal de trabalho para
garantir sua sobrevivência. No Brasil, a configuração do mercado de trabalho
diferencia-se da dos países desenvolvidos, sobretudo dos da Europa, onde houve a
formação de um Estado de Bem-Estar social pleno.
Desde meados dos anos 1980, com a reestruturação produtiva e intensificação (neo)
liberal, tem se assistido a uma (re) configuração na relação capital x trabalho, que tem
tido como principais consequências menor oferta de postos de trabalho formais, além de
intensificar e precarizar as condições de trabalho. Desde então, tem crescido o número
de trabalhadores que não conseguem encontrar uma ocupação no mercado de trabalho
formal, restando-lhes a “opção” de exercer suas atividades laborais na informalidade.
O presente estudo tem como objetivo compreender a gênese da informalidade na cidade
de Palmas, capital do Estado do Tocantins. Grande parte das teorias que explicam a
informalidade, baseia suas teses no argumento de que esse fenômeno decorre da
diminuição dos postos de trabalho no setor industrial. Porém, observa-se que também,
em regiões/ cidades que não possuem uma significativa participação do setor industrial
na atividade econômica, existe uma grande parcela de trabalhadores atuando no setor
informal.
Quais são as causas da manifestação da informalidade nessas localidades? Quais são as
principais variáveis que contribuem para que esse fenômeno se manifeste também
nessas regiões? Existem fatores de ordem moral/ cultural/ psicológico/religiosos que
influenciam na configuração desse fenômeno? Quais as vantagens e desvantagens são
atribuídas ao emprego e ao trabalho no mercado informal pelos trabalhadores que atuam
no mercado informal? Enfim, qual é a gênese da informalidade em uma localidade onde
a produção fabril foi, e é insignificante do ponto de vista de sua participação percentual
na atividade econômica?
Para tentar compreender essas indagações, foram analisadas entrevistas realizadas com
trabalhadores residentes na cidade de Palmas que exercem suas atividades laborais no
mercado de trabalho informal. As trajetórias de trabalho analisadas demonstram a
complexidade da questão do trabalho no mercado informal. De posse dos dados obtidos
por meio das entrevistas, pudemos conhecer melhor a heterogeneidade e a
complexidade que envolvem o universo do mercado de trabalho informal brasileiro,
tendo sido revelados aspectos que se restringem aos bastidores no cotidianos desses
trabalhadores. Há, sem dúvida, um universo latu sensu que envolve o mercado de
trabalho informal. Porém, o universo das ruas revelou-se ser este um universo muito
mais complexo e heterogêneo do que possa parecer. / This research had as its starting point the recognition of parts of the population who
have always had to resort to the informal labor market to ensure their survival. In Brazil,
the configuration of the labor market differs from that of developed countries, mainly
from Europe, where there was formation of a state of full social welfare.
Since the mid-1980s with the restructuring of production and intensification (neo)
liberal, has seen the (re) set in relation to capital x work, which has had major
consequences as a lower supply of formal jobs, and enhance and precarious working
conditions. Since then, a growing number of workers who can not find a job in the
formal labor market, leaving them the "option" to exercise their activities in the
informal labor.
The present study aims to understand the genesis of informality in the city of Palmas,
the capital of the State of Tocantins. Most of the theories that explain the informality,
base their arguments on the argument that this phenomenon results from a reduction of
jobs in the industrial sector.However, it is observed that also in regions / cities that do
not have a significant participation of the industrial sector in economic activity, there is
a large portion of workers working in the informal sector.
What are the causes of the manifestation of informality in these localities? What are the
main variables that contribute to this phenomenon also manifests itself in these
regions? There are factors of moral / cultural / psychological / religious influence in
shaping this phenomenon? What are the advantages and disadvantages are attributed to
the employment and work in the informal workers who work in the informal
market? Anyway, what is the genesis of informality in a location where industrial
production was, and is insignificant in terms of its percentage share in economic
activity?
To try to understand these questions, we analyzed interviews with workers living in the
city of Palmas performing their work activities in the informal labor market. The work
trajectories analyzed show the complexity of the issue of informal work market. Armed
with the data obtained through interviews, we could better understand the heterogeneity
and complexity involving the universe of informal labor market in Brazil, having been
revealed aspects that are restricted to everyday scenes in these workers. There is
undoubtedly a broad sense that the universe involves the informal labor market. But the
universe of streets turned out to be a universe that much more complex and diverse than
it may seem.
