Lietuvos Respublikos valstybės uždavinys – užtikinti ne tik pilietines ir politines, bet ir socialines teises, grindžiamas asmens poreikiai bei visuomenės sanglauda. Savivaldybėms tenka tiesioginė atsakomybė už socialinės paramos teikimą jos teritorijoje gyvenantiems asmenims.
Hipotezė – Utenos apskrities rajonų savivaldybių gyventojams teikiamos įvairios socialinės paslaugos, tačiau nėra aišku ar Utenos apskrities rajonų savivaldybių teikiamos socialinės paslaugos atliepia gyventojų poreikius ir savivaldybės nevienodai tiekia socialines paslaugas savo gyventojų poreikiams.
Darbo objektas – socialinė parama, atliepiant gyventojų poreikius Utenos apskrityje.
Darbo tikslas – išanalizuoti socialinę paramą, atliepiant gyventojų poreikius Utenos apskrityje: organizavimą ir teikimą.
Darbo uždaviniai:
1. Apžvelgti socialinių paslaugų teikimo Lietuvoje prielaidos
2. Aptarti Utenos apskrities rajonų savivaldybių, kaip socialinių paslaugų teikėjų, situacijas
3. Ištirti Utenos apskrities rajonų savivaldybių gyventojų nuomonę apie gaunamas socialines paslauga.
Darbas parengtas naudojantis šiais metodais: mokslinės literatūros ir dokumentų analizė, anketinės apklausos metodas, statistinė duomenų analizė.
Apibendrinant mokslinę literatūrą ir empirinio tyrimo duomenis, galima teigti:
1. Socialinių paslaugų teikimo srityje pagrindinis vaidmuo tenka savivaldybių Socialinės paramos skyriams, kurie teikia konsultavimo, informavimo, socialinių paslaugų planavimo, tarpininkavimo paslaugas... Hypothesis – the different kind of social servines for the inhabitants of local administration in the district of Utena, however it is not clear if the social servines provided by the local administration in the district of Utena reply the neeis of the inhabitants and local administration provides the social support for the inhabitants not equally.
The subject of tiesis – social support replying the needs of inhibitants in the district of Utena.
Thesis aim – to analyse the social support replying the needs of inhabitants in the district of Utena: its organisation and rendering.
Thesis objects:
1. To descrite the presumptions of rendering social support in Lithuania.
2. To analyse the situations where the local administration of the districts in Utena is the main provider of the social supprots.
3. To examine the opinio of the inhibitants about the rendered social support from local administration of the districts in Utena.
Used methods in the final tiesis: the anglysis of the scientific literature, the anglysis of the documents, the questionnaire and the anglysis of the statistic data.
