Previous issue date: 2015 / O trabalho tem como objetivo fazer uma leitura, a partir da aprovação do Plano Diretor do Município de São João - PR, das ações da
administração municipal no que diz respeito à implantação do mesmo ao longo dos cinco primeiros anos após a aprovação. A grande quantidade de municípios brasileiros que a partir de 2001, com a aprovação do Estatuto da Cidade, elaborou seus Planos Diretores passa atualmente por um período em que as revisões e atualizações dos mesmos tornam-se necessárias, tendo em vista o que a mesma lei determina. O município de São João concluiu a elaboração do Plano Diretor no ano de 2006, fazendo parte dos municípios paranaenses que aderiram ao Programa do Governo Estadual de elaborar Planos Diretores como condição para ter acesso a recursos estaduais destinados, entre outros fins, à infraestrutura e habitação. A partir da aprovação do plano, o município passou a implantar as ações nele previstas contidas em um Plano de Ações e Investimentos com previsão para cinco anos, ou seja, com duração até 2011. Na condição de membro integrante da equipe que preparou o Plano Diretor do município, tive a possibilidade de registrar as diversas expectativas que foram surgindo ao longo de sua elaboração e implantação. A dissertação está constituída especificamente por uma pesquisa que objetiva verificar a efetiva realização das metas estabelecidas no  Plano de Ações e Investimentos?. Para tanto, são apontados aspectos relevantes quanto à aplicação do Plano Diretor, e se indicam fatores que contribuíram para a realização ou não das ações previstas, além de identificar possíveis falhas ou ajustes no processo de elaboração, na expectativa de contribuir para que Planos Diretores possam ser efetivamente aplicados.<br> / Abstract : This paper aims at reading, as from the approval of the Master Plan of São João  PR, the actions of the municipal administration regarding the implementation of the plan during the first five years after approval. As from 2001, with the approval of the Statute of the City, a large quantity of Brazilian municipalities prepared their Master Plans and currently they are passing by a period when it is necessary reviews and updating, considering what it is determined by law. The municipality of São João concluded the preparation of the Master
Plan in 2006, being part of the municipalities of Paraná that joined the State Government Program of preparing Master Plans as a prerequisite to access to state resources for infrastructure and housing, among other things. As from the approval of the plan, the municipality has implemented its foreseen actions which were contained in a Plan of Actions and Investments with forecast for five years, that is, lasting until 2011. Being a member of the responsible team that prepared this Master Plan, I have had the possibility of register many expectations that were arising during the preparation and implementation. Specifically, this dissertation is composed by a research to verify the effective achievement of the goals set in the Plan of Actions and Investments. Therefore, relevant aspects are mentioned regarding the application of
the Master Plan, and if they indicate factors that have contributed to the achievement of the foreseen actions or not, besides identifying potential failures or adjustments in the process, expecting to contribute to Master Plans can be effectively put into practice.
