Previous issue date: 2005 / Resumo: O presente trabalho busca compreender as mudanças sofridas pelos movimentos sociais organizados desde o final dos anos 70 do século passado em torno dos problemas de saúde da população e da reforma do sistema público de saúde do país, a partir da consolidação de mecanismos participativos (os conselhos) destinados a incluir estes atores políticos no processo decisório em torno desta política pública nos três níveis de governo (municipal, estadual e federal). A constituição destes canais de participação representou o reconhecimento da legitimidade política destes movimentos como interlocutores no espaço público, introduzindo mudanças no modelo decisório, tornando-o descentralizado e possibilitando que estes atores tivessem um espaço não apenas para vocalização de suas demandas, mas para a disputa política em torno de projetos políticos, justiça distributiva, valores e identidades.
Ao mesmo tempo em que a consolidação deste novo arranjo político, destinado a incluir estes atores no processo decisório, representou algumas mudanças no modo como tradicionalmente as decisões em torno da política e dos recursos públicos eram tomadas, tornando este processo mais permeável aos interesses e demandas da sociedade, introduziu também modificações no modo como estes movimentos sociais se organizavam, em suas bandeiras e estratégias de luta. A hipótese levantada neste trabalho é a de que estas mudanças são produto de uma disputa política ampla em torno de modelos e de sentidos para a democracia, afetando e modificando tanto os mecanismos decisórios tradicionais e os novos arranjos políticos, quanto os movimentos sociais.
Este trabalho investiga um único movimento social, o Movimento Popular de Saúde de Campinas em São Paulo, caracterizado por um papel destacado no Movimento Popular de Saúde em todo o país, ter em seus quadros profissionais de saúde e intelectuais ligados ao Movimento pela Reforma Sanitária e por sua permanência ao longo do tempo, possibilitando, em decorrência destes traços, uma avaliação do quanto algumas das modificações sofridas ao longo de seus quase trinta anos de existência foram influenciadas por sua inserção como interlocutor no espaço político do Conselho Municipal de Saúde da cidade e nas disputas políticas travadas neste espaço / Abstract: The current research seeks to understand the changes suffered by the organized social movements since the end of the 70¿s of the last century about the population¿s health problems and about the reform of the public health system of the country, from the consolidation of the participative mechanisms (the councils) in charge of including these political actors in the decisive process about this public policy in the three levels of government (local, state and federal). The constitution of these channels of participation has represented the recognition of the political legitimacy of these movements as interlocutors in the public space, introducing changes in the decisive model, making it decentralized and enabling these actors to have a space not only for vocalization of their demands, but for the political dispute about political projects, distributive justice, values and identities. At the same time that the consolidation of this new political arrangement, which is in charge of including these actors in the decisive process, represented some changes in the traditional way in which the decisions about policy and public resources were made, making this process more permeable to the society¿s interests and demands, also introduced modifications in the way on how these social movements organized themselves, in their factions and strategies of struggle. The hypothesis raised in this research is that these changes are product of a wide political dispute about the models and about meanings for the democracy, affecting and modifying the traditional decisive mechanisms and the new political arrangements, as well as the social movements. This project researches a unique social movement, the Health Popular Movement of Campinas in São Paulo, characterized by an eminent part in the Health Popular Movement all over the country, having in its teams some health workers and intellectual people related to the Movement for Sanitary Reform and for its permanence by the time, enabling, due to these characteristics, an evaluation of how much some of the modifications suffered during its almost thirty years of existence were influenced by its insertion as interlocutor in the political space of the Health Local Council of the city and in the political disputes engaged in this space / Doutorado / Doutor em Ciências
