decentralized resources in the public school of Sao Paulo. Firstly, we resort to the
legal devices of the resources to the education, next, to analyse how if it carries out
the budgetary Brazilian process in the direction of the programs of the schools. To
think how the amounts of the programs have been composed and how the school,
while receiving them, it has if organized for his application, it brings near the process
of financing of the education of the management of the decentralized resources. Still
what the Federal Constitution of 1988 and the Law of Directives and Bases of the
National Education nº. 9394/96 indicate the democratic management of the teaching
in the education, in practice what has been happening is the centralization and the
authoritarianism in the processes of taking decision in or out the school. To know the
one who defines and at which moments the decentralized resources must be applied,
it makes possible the analysis of the advancements and / or retreats of the
democratic management of / in the school. The study left from the documentary
analysis of education and budgetary legislation of Brazil, as well as from the
accounts rendered and trial balances of the APM of five state schools located in the
local authority of Carapicuíba. In field, there were interviewed three members of the
APM of each one of the schools participants, in a total of fifteen interviews. The
results begin to appear for the necessity of the state school of creating spaces of
participation of the school and local community in the management of the programs
and for the necessity of considering the administration of the resources decentralized
a pedagogic action, and not technical / Este trabalho é resultado de uma investigação sobre como tem se dado a gestão
dos recursos financeiros descentralizados na escola estadual paulista. Para tal,
primeiramente, recorremos aos dispositivos legais que garantem a vinculação de
recursos à educação para, em seguida, analisar como se realiza o processo
orçamentário brasileiro no encaminhamento dos programas das escolas. Considerar
como têm sido compostos os montantes dos programas e como a escola tem se
organizado para sua aplicação, aproxima o processo de financiamento da educação
da gestão dos recursos descentralizados. Ainda que a Constituição Federal de 1988
e a Lei de Diretrizes e Bases da Educação Nacional nº. 9394/96 indiquem a gestão
democrática do ensino como princípio da educação, na prática, o que se tem
verificado é a centralização e o autoritarismo nos processos de tomada de decisão,
inclusive no interior da escola. Conhecer quem define e em quais momentos devem
ser aplicados os recursos descentralizados, possibilita a análise dos avanços e/ou
retrocessos da gestão democrática da/na escola. O estudo partiu da análise
documental de legislações educacionais e orçamentárias do Brasil, assim como das
Prestações de Contas e Balancetes da APM de cinco escolas estaduais localizadas
no município de Carapicuíba. Em campo, foram entrevistados três membros da APM
de cada uma das escolas participantes, num total de quinze entrevistas. Os
resultados obtidos apontam: 1-) para a necessidade de a escola estadual criar
espaços de participação da comunidade escolar e local na gestão dos programas e ;
2-) para a necessidade de se considerar a administração dos recursos
descentralizados uma ação pedagógica, e não técnica
