Partimos da premissa que a Educação no Estado de São Paulo vivencia um continuum de reformas, cuja lógica está ancorada na reforma do Estado. Defendemos a ideia de que as transformações profundas operadas na educação do Estado de São Paulo, nos últimos 18 anos, seguiram um ciclo, conforme o avanço alcançado em cada governo. Desse modo, consideramos que a Gestão Covas (1995-1998) e a Gestão Covas/Alckmin (1999-2002), devem ser vistas como momentos históricos em que a noção de modernização passa a ser a temática estruturante do discurso político educacional do governo e indutora da reforma educativa, implicando em reformas estruturais, cujas orientações neoliberais eram emergentes. Nas gestões posteriores, tendo sido realizados os ajustes necessários, a política educacional implantada investiu no convencimento da sociedade sobre sua eficácia. Por sua vez, na gestão Serra, as orientações neoliberais ganham materialidade, resultando na maior ênfase nos valores do tipo gerencialista, com o mergulho irrestrito à lógica mercadológica. Já na gestão Alckmin, em curso, houve medidas que sedimentaram o ciclo de reformas, cujo modelo é o gerencial. Como procedimento metodológico, adotamos a pesquisa bibliográfica e documental e realizamos uma entrevista com o Secretario Adjunto da SEE/SP, integrante da rede de legitimidade do governo. A investigação revelou que a reforma da educação proposta nas últimas décadas para o Estado de São Paulo alterou substancialmente a escola pública, imprimindo-lhe uma feição mercadológica, afastando-a de seu fim precípuo, que é o de formar indivíduos autônomos... / This paper investigates the Paulista Educational Policy, from 1995 to 2012, more specifically the realization of the measures in effect governments Party of Brazilian Social Democracy, including elucidation of the ideas that gave support and directed the implementation of educational guidelines. We assume that education in the State of São Paulo experiences a continuum of reforms, whose logic is anchored on state reform. We argue that the profound changes wrought in Education of the State of São Paulo, The past 18 years, followed a cycle, as the advancement achieved in each government. Thereby, we consider that the Management Covas (1995-1998) and Covas Management / Alckmin (1999-2002), should be viewed as historical moments in which the notion of modernization becomes the thematic structuring of the government's education policy discourse and inducing educational reform, structural reforms, whose neoliberal guidelines were emerging. In subsequent administrations, having been made the necessary adjustments, education policy implemented invested in convincing society. In turn, management Serra, materiality guidelines neoliberal gain, resulting in a greater emphasis on values of type NPM, with diving unrestricted market logic. Already Alckmin management, ongoing measures that were sedimented cycle of reforms, whose model is the management. Methodological procedure, we adopt the literature and documents and conducted an interview with Assistant Secretary of ESS / SP, a member of the network of government legitimacy. The investigation revealed that the proposed education reform in recent decades for the state of São Paulo has substantially changed the public school, giving it a marketing feature, removing it from its primary purpose, which is to form autonomous individuals and not just hand labor for the labor market.
