Para alcançar essa finalidade, inicialmente, realizamos uma revisão de literatura acerca do poder, da democracia na sociedade ocidental e das imbricações do Ciberespaço no campo das relações sociais. A base epistemológica principal utilizada em nossa pesquisa foi o método dialético. Como apoio a esse método geral utilizamos uma pesquisa qualitativa de caráter hermenêutico em três portais eletrônicos, sendo eles: O da Prefeitura municipal de Porto Alegre; do Governo do Estado do Paraná e o portal do governo federal do Brasil. Com base nos dados levantados nesse estudo, pode-se dizer que há uma influência do Ciberespaço no exercício da democracia. Sobre a hipótese por nós levantada de que o ciberespaço está possibilitando o exercício da democracia direta, podemos inferir que as condições de possibilidades estão postas para que isso se efetive. O portal aonde contatamos isso foi o da Prefeitura Municipal de Porto Alegre.
We intended to examine, with this work, the influence of the Cyberspace in the exercise of the participative democracy and in the direct democracy. To reach this goal, initially, we reviewed the literature on the power of democracy in the occidental society and of the implications of the Cyberspace in the field of the social relationships. The main epistemological basis used in our research was the dialectic method. As a support to this general method we used a qualitative research of hermeneutic character in three electronic portals, which are: the one from the city hall of Porto Alegre; the one from the Government of the State of Paraná and the portal of the federal government of Brazil. Based on the information gathered through this study, we can say that there is an influence of the Cyberspace in the exercise of the democracy. About our hypothesis that the cyberspace is allowing the exercise of the direct democracy, we may infer that the conditions of possibilities are posed for this to happen. The portal where we found this was the one belonging to the City Hall of Porto Alegre.
