Previous issue date: 2015-07-31 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior - CAPES / This thesis analyzes the nature of the conservatism in contemporary Brazil, emphasizing the values rooted in the popular mind, the recent movements of civil society and the political elites behavior in National Congress. In order to present the meanings of different "conservatisms" in space and time, the research begins with a theoretical mapping of the basic principles of conservative political philosophy, from Edmund Burke to the American neoconservatism. Then, using surveys published by opinion research institutes, it outlines the features of "the Brazilian way of conservatism" and of the traditional values held by significant segments of the population. However, the thesis suggests that the electoral potential of conservatism has not been fully exploited by the major Brazilian political parties, which, in the wake of the "leftist consensus" created during the military regime, remain reproducing the phenomena of "ashamed right", especially in party programs and in the political platforms presented in presidential elections. Nevertheless, this "representative vacuum" would have been felt by sectors of civil society and of the National Congress. Thus, intellectuals, opinion makers and recent social movements have been encouraging a "culture war" in order to win public opinion and implement conservative values also in the political sphere. At he same time, the thesis argues that groups such as the "evangelical bench" and the "bullet bench" have overcome the feeling of "ashamed right" and started to introduce overtitly conservative agendas in parliament, gradually minimizing the "representative vacuum" produced by the political parties. / A presente tese analisa a natureza do conservadorismo no Brasil contempor?neo, enfatizando os valores assentados na mentalidade popular, os recentes movimentos da sociedade civil e o comportamento de elites pol?ticas no Congresso Nacional. A fim de apresentar os significados dos conservadorismos no espa?o e no tempo, a pesquisa se inicia com um mapeamento te?rico dos princ?pios basilares da filosofia pol?tica conservadora, de Edmund Burke ao neoconservadorismo norte-americano. Em seguida, valendo-se sobretudo de surveys publicados por institutos de pesquisa, delineia-se os tra?os do "conservadorismo ? brasileira" e dos valores tradicionais defendidos por parcelas expressivas da popula??o. Contudo, a tese sugere que o potencial eleitoral do conservadorismo n?o vem sendo explorado pelos principais partidos pol?ticos brasileiros, os quais, na esteira de um "consenso de esquerda" instalado ainda durante o regime militar, permaneceriam reproduzindo o fen?meno da "direita envergonhada", especialmente no que se refere aos programas partid?rios e ?s plataformas pol?ticas apresentadas nas elei??es presidenciais. N?o obstante, o "v?cuo representativo" da? decorrente teria sido percebido por setores da sociedade civil e do Congresso Nacional. Nesse sentido, intelectuais, formadores de opini?o e movimentos sociais recentes estariam oferecendo f?lego a uma "guerra cultural" a fim de conquistar a opini?o p?blica e fazer triunfar pressupostos conservadores tamb?m na esfera pol?tica. Em paralelo, a pesquisa argumenta que grupos como a "bancada evang?lica" e a "bancada da bala", tendo superado o sentimento da "direita envergonhada", estariam a introduzir agendas ostensivamente conservadoras no parlamento, minimizando paulatinamente o "v?cuo representativo" suscitado pelos partidos pol?ticos.
