Previous issue date: 2015-07-01 / In this thesis, we consider security like a synonymous of safety protection, including the context of (in)security as a reflection of production and reproduction of value in the capitalist sociability. Through the dialectic method-critical, the present study aims to examine whether and how are the manifestations of security in the context of public policies intended to Brazilian youth, in order to contribute to the qualification of such policies for this social segment. The system of social (un)protection, in its relationship with the youths in contemporary capitalist sociability, is investigated from desk research involving the collection and analysis of international documents, of which Brazil is a signatory, relating to youths; and the documents from programs and projects linked to the National Youth Policy, being intentionally included programs and nationwide projects linked to the federal government, aimed at youths. Still, it carried out an analysis of the background papers and other documents produced in the National Youth Conference, which took place in 2008 and in 2011 in Brasilia and secondary research data on youths in major national and international research institutes, through research literature. For the analysis of such data is used the content analysis technique. The results point to conformation in many manifestations of (in) security, which appear through multiple fragments concealing their common root: the structural relationship of production and reproduction of value in the capitalist sociability. This process affects all social segments, and especially the youths suffer the refractions of this movement, demanding social protection. In this context, the Social Policies, due to social metabolism the capital, under its new developmental feature, entails a continuous process of social (un)protection, dialectically, moves the fetish of youth as a social development tool. / Nesta tese considera-se seguran?a como sin?nimo de prote??o, compreendendo o contexto de (in)seguran?a como um reflexo da produ??o e reprodu??o do valor na sociabilidade capitalista. Por meio do m?todo dial?tico-cr?tico, o presente estudo visa analisar como vem se constituindo a prote??o social em rela??o ?s juventudes brasileiras, a fim de contribuir para a qualifica??o de tais pol?ticas para este segmento social. O sistema de (des)prote??o social, em sua rela??o com as juventudes na sociabilidade capitalista contempor?nea, ? investigado a partir de pesquisa documental envolvendo o levantamento e a an?lise de documentos internacionais referentes ?s juventudes, dos quais o Brasil ? signat?rio, bem como, os documentos provenientes de programas e projetos vinculados ? Pol?tica Nacional de Juventude, sendo intencionalmente inclu?dos os programas e projetos de abrang?ncia nacional, vinculados ao governo federal, destinados ?s juventudes. Ainda, realiza-se uma an?lise dos textos-base e demais documentos produzidos nas Confer?ncias Nacionais da Juventude, ocorridas em 2008 e em 2011 em Bras?lia, e dos dados secund?rios de investiga??es sobre juventudes nos principais institutos de pesquisa nacionais e internacionais, por meio de pesquisa bibliogr?fica. Para a an?lise de tais dados utiliza-se a t?cnica de An?lise de Conte?do.Os resultados apontam para conforma??o das diversas manifesta??es da (in)seguran?a, as quais aparecem por meio de m?ltiplos fragmentos que ocultam a sua raiz comum: a rela??o estrutural de produ??o e reprodu??o de valor na sociabilidade capitalista. Todos os segmentos sociais s?o impactados por este processo, sendo que especialmente as juventudes sofrem as refra??es deste movimento, demandando prote??o social. Nesse contexto, as Pol?ticas Sociais, devido ao sociometabolismo do capital, sob sua fei??o neodesenvolvimentista, acarretam um processo cont?nuo de (des)prote??o social que, dialeticamente, movimenta o fetiche das juventudes como instrumento de desenvolvimento social.
