Este trabalho analisa a formação da política externa da África do Sul a partir do final do regime do apartheid, em 1994, até os dias de hoje. Através da aplicação da teoria dos jogos de dois níveis, de Robert Puntam, buscou-se identificar os condicionantes internos e limites externos que determinaram a linha de política externa adotada pela África do Sul nos governos de Nelson Mandela e Thabo Mbeki. Entre os fatores internos, a reorganização da burocracia estatal, a reformulação do papel do Parlamento e o crescimento do partido do governo, ANC, foram determinantes nas decisões de diplomacia da África do Sul pósapartheid. Externamente, a política externa do país foi limitada, sobretudo, pelos impasses das questões regionais africanas. O impacto dos condicionantes internos e dos fatores externos foi analisado em um caso específico – na formação do NEPAD. / This paper analyses the formation of foreign policy in South Africa from 1994 until today. We have used Robert Putnam's theory of games in two levels to determine the internal factors and external limits that shaped foreign policy decisions in South Africa in the Nelson Mandela and Thabo Mbeki years. Among the internal factors, the reorganization of state bureaucracy, the reinvention of the role of the Parliament and the growth of the ANC - the main political party - were key to the development of a new foreign policy. Externally, South African foreign policy was limited, however, by many different regional issues in Africa. The impact of these factors was analyzed in the formation of the NEPAD.
