Ao procurar essa solucao, concluiu-se que a resposta deve ser buscada, exclusivamente, no nivel de analise local, porque sao as caracteristicas e os contextos locais que diferenciam as unidades subnacionais entre si. Dessa constatacao surgiu uma segunda pergunta de pesquisa: quais sao as determinantes locais da paradiplomacia municipal no Brasil? No ambito conceitual, a perspectiva que oferece alicerces para esse tipo de analise e o de Panayotis Soldatos, por formular de modo mais completo o que ele chamou de Modelo explanatorio para o estudo de estados federados como atores de politica externa. Seu desenho apresenta tres niveis de analise para o fenomeno, dos quais dois foram apresentados neste estudo (global e domestico-federal), embora nao utilizados diretamente e um deles, o nivel de analise domestico-local, foi a base da explicacao. Para testar as hipoteses conceituais de Soldatos, fez-se uso de tecnicas metodologicas quantitativas. O modelo estatistico mais adequado para a ponte entre as analises teoricas e as empiricas foi o da regressao logistica para eventos raros (relogit), dado o proprio quadro da paradiplomacia no Brasil, que conta com uma quantidade pequena de municipios com areas internacionais. As determinantes locais deram origem a variaveis locais, que, por sua vez, foram traduzidas em indicadores passiveis de mensuracao pelos calculos matematicos. Por meio desse processo foi possivel identificar como as caracteristicas economicas, politicas, sociais e geograficas locais, bem como outras listadas pelo autorreferencia, relacionam-se, preveem e influenciam a presenca de areas internacionais nos governos locais brasileiros. _______________________________________________________________________________________ ABSTRACT / This dissertation aims to answer why some local governments in Brazil operate transnationally, while others do not. Through the pursuit of the solution, it was concluded that the answer lies on the local level of analysis, because it is the characteristics and local contexts that differentiate subnational units from each other. With this finding, it was emerged a second research question: what are the local determinants of municipal paradiplomacy in Brazil? In the conceptual scope, the perspective which provides the foundation for this type of analysis is the Panayotis Soldatos template, since it formulates a more complete explanation in what he called the Explanatory framework for the study of federated states as foreign policy actors. His design has three levels of analysis for the phenomenon. Two of them were presented in this study – the global and domestic in federal level – but they were not used directly, and one of them – the domestic in local level of analysis – which was the basis of the explanation. To test the conceptual hypothesis of Soldatos, it was used the quantitative methodological technique. The statistical model that best fits for “bridging” the theoretical and empirical analysis was the Rare events logistic regression (relogit), given the idiosyncrasy of paradiplomacy in Brazil, which presents an infrequently occurrence of international areas in the municipal administration. The local determinants led to local variables, which, in turn, were translated into indicators measured by mathematical calculations. Through this process, it was possible to identify how the economic, political, social and geographical local characteristics, as well as others listed by the author-reference, relate, predict and influence the presence of international areas in Brazilian local governments.
