Previous issue date: 2011 / This research aims to understand the international relations between Brazil and Paraguay, focusing on litigation of the Binational Itaipu Dam, and the analysis of official speeches and pronouncements of the government Lula da Silva. We will study the performance of Brazilian foreign policy that sometimes has been criticized with regard to his good will for their regional peers. Primarily with regard to some governments such as Bolivia, Paraguay, for example. In the analysis of official speeches of President Lula and the authorities involved, we seek to identify the Government's commitment to what we identify lines of continuity to the Brazilian foreign policy (PEB), universalism and pragmatism, and the ideological dimension of the left. We consider it possible to identify, in speeches, details indicating a continuity of universal and pragmatic orientation of the Brazilian foreign policy (PEB), well as a likely turning dictated by ideological tenor of the leftist Lula da Silva. / Esta pesquisa tem como objetivo entender as relações internacionais entre Brasil e Paraguai, enfocado no contencioso da Hidrelétrica Binacional de Itaipu, além da análise dos discursos oficiais e pronunciamentos do governo Luís Inácio Lula da Silva. Estudaremos o desempenho da política externa brasileira que, por vezes, tem sido criticada no que respeita a sua boa vontade em relação a seus pares regionais. Fundamentalmente no que diz respeito a alguns governos como os da Bolívia, do Paraguai, por exemplo. Na análise dos discursos oficiais do presidente Lula e das autoridades envolvidas, buscamos identificar o compromisso do Governo com o que identificamos serem as linhas de continuidade da PEB, universalismo e pragmatismo, e com a dimensão ideológica de esquerda. Consideramos ser possível identificar, nos discursos, elementos que indiquem uma continuidade de orientação universalista e pragmática da PEB, além de uma provável inflexão ditada pelo teor ideológico de esquerda do governo Lula da Silva.
