Previous issue date: 2015-04-16 / O Polo Gesseiro do Araripe (PGA) é um importante polo econômico nordestino que, apesar de ser o maior produtor nacional de gipsita e gesso, enfrenta problemas que impedem o seu potencial de desenvolvimento. O mais relevante destes problemas é a situação do transporte da sua produção para os mercados consumidores de insumos e de produtos acabados. Este trabalho procurou detectar os possíveis impactos que a Ferrovia Transnordestina poderá provocar no polo gesseiro; também investigou o que os atores locais esperam dela e como eles estão se preparando para a sua chegada. O trabalho efetuou um levantamento das expectativas dos stakeholders envolvidos direta ou indiretamente com a cadeia produtiva do gesso. Os stakeholders que formaram o universo desta pesquisa foram: especialistas da área de transportes e economia, empresários e a sociedade civil dos municípios do polo. Na análise foi utilizado o método estatístico descritivo e inferencial, cujos resultados possibilitaram sugerir aos stakeholders um processo de planejamento e o desenvolvimento de atividades econômicas no polo, bem como a adoção de estratégias que possam aproveitar melhor as oportunidades e se defender das ameaças ou dos riscos do projeto. Constatou-se que as teorias econômicas apresentadas no trabalho se aplicaram à situação do polo. O trabalho conclui com a apresentação dos possíveis impactos e suas externalidades provocadas pela implantação da Ferrovia Transnordestina no Polo Gesseiro e na região sob a visão dos stakeholders estabelecidos. Finalizando, sugerem-se recomendações que auxiliem no planejamento estratégico direcionado ao desenvolvimento econômico da região do PGA. / The Plaster Pole Region of Araripe (Polo Gesseiro do Araripe - PGA) is an important northeastern economic hub region which, although being the greatest national producer of crude gypsum and plaster, has faced problems that hinder its development potential. The most significant of these problems is the state of the production transport for the inputs and finished products to the consuming markets. This research tried to detect the possible impacts that the Transnordestina Railroad will possibly cause in the plaster pole region, as well as it investigated what the region players expect out of it and how they are getting ready for the railroad arrival. The research effected a survey on the expectations of the - directly or indirectly - involved stakeholders with the plasters' productive chain. The stakeholders that formed the universe of this research were: local specialists in transport and economy, entrepreneurs and the civil society of the cities in the pole region. In the analysis it was used the descriptive and inferential statistics method, whose findings made it possible to suggest to stakeholders a planning process and the development of economic activities in the pole region. It suggests also the adoption of strategies that can make a better use of opportunities, as well how to protect against the threats or the risks of the project. As a result, it was evidenced that the presented economic theories in the work all applied to the pole region situation. The work concludes with the presentation of the possible impacts and its externalities provoked by the implantation of the Transnordestina Railroad in the plaster pole region through the established vision of stakeholders. Finally, recommendations are made to help the strategical planning for economic development of the plaster pole region of Araripe (PGA).
