Previous issue date: 2013-04-25 / In a moment in that the right the education earns new spaces and opens news areas, on account of the big transformations by the which passed the contemporary world, is important have the knowledge of that, in the past, signified prominent paces in the sense of the guarantee of a better future for everybody. The right to the education is one of those matters that will not lose its present time. The action of the government in this area itself guide for the objectives of universalização of the fundamental education; expansion of the secondary education, professional and upper; promotion of the equity between the regions; and elevation of the standards of quality in all of the levels of education. Aiming at that end, in what concerne to the higher education, promotes programs of student financing and purse of education, in federal scope, being they: the Bottom of Financing to the Student of the higher education (you GIVE CREDIT) and the Program University for Everybody (ProUni) and Affirmative Actions. Faced with the displayed one, the problem of research that is presented concentrates-itself in the paper and in the action of the agents of the Institutions of higher education in Brazil facing the political public of enclosure in the higher education - ProUni. . The general objective of the research is going to analyze the strategies of management facing the political public one - ProUni that aims at to the expansion and guarantee of the right to the upper education within the reach of everybody. Specifically it intends: analyze of specific form the expansion of the politics and the access to the higher education, as well like his consequences, in the last 20 years as object of enclosure; identify the paper and stand out the importance of the action of the agents of the Institutions of higher education facing the challenges presented by the public politics of enclosure; and examine the strategies of management of the IES in the search of the permanence of the student that enter road ProUni Up to conclusion of the graduation. The impact of those public politics of enclosure that are fixed, while offers and demand, is going to solidify the constitutional guarantee of that the education is right of everybody, as well like the respect to the beginning of the dignity of the human person while pike of our charter. / Em um momento em que o direito a educação ganha novos espaços e abre novas áreas, em razão das grandes transformações pelas quais passou o mundo contemporâneo, é importante ter o conhecimento de que, no passado, significaram passos relevantes no sentido da garantia de um futuro melhor para todos. O direito à educação é um desses assuntos que não perderá sua atualidade. A ação do governo nesta área se norteia pelos objetivos de universalização da educação fundamental; expansão do ensino médio, profissional e superior; promoção da eqüidade entre as regiões; e elevação dos padrões de qualidade em todos os níveis de ensino. Visando esse fim, no que concerne ao ensino superior, promove programas de financiamentos estudantis e bolsa de ensino, em âmbito federal, sendo eles: o Fundo de Financiamento ao Estudante do Ensino Superior (FIES) e o Programa Universidade para Todos (ProUni) e Ações Afirmativas. Diante do exposto, o problema de pesquisa que se apresenta concentra-se no papel e na atuação dos gestores das Instituições de Ensino Superior no Brasil frente à política pública de inclusão no Ensino Superior - ProUni. . O objetivo geral da pesquisa é analisar as estratégias de gestão frente à política pública - ProUni que visa à expansão e garantia do direito à educação superior ao alcance de todos. Especificamente pretende-se: analisar de forma específica a expansão das políticas e o acesso ao Ensino Superior, bem como seus reflexos, nos últimos 20 anos como objeto de inclusão; identificar o papel e ressaltar a importância da atuação dos gestores das Instituições de Ensino Superior frente aos desafios apresentados pelas políticas públicas de inclusão; e examinar as estratégias de gestão das IES na busca da permanência dos discentes que ingressam via ProUni até a conclusão da graduação. O impacto dessas políticas públicas de inclusão que estão concretizadas, enquanto oferta e demanda, vem solidificar a garantia constitucional de que a educação é direito de todos, bem como o respeito ao princípio da dignidade da pessoa humana enquanto pilar de nossa Carta Magna.
