Previous issue date: 2017-08-30 / This study aims to discuss the possible impacts of the Bolsa Família Program on the labor
insertion of its beneficiaries in the city of São Luís. It addresses the changes in the labor market
resulting from the process of capitalist restructuring and the main aspects of the reconfiguration
of social policies from the advent of neoliberalism. The socio-historical emergency context of
Bolsa Família is analyzed and a general characterization of the program is presented,
highlighting its proposal of unifying the income transfer programs, their institutional design, as
well as the conception of poverty and focus on which is based. It develops a socioeconomic
characterization of the city of São Luís, highlighting the data that describe the labor market
situation, followed by the analysis of micro data from the Cadastro Único, in order to draw the
profile of the beneficiaries residing in the city in terms of their situation in the labor market,
and presentes the results of the field research carried out with local managers and beneficiaries
and non-beneficiaries of the program, in order to apprehend diverse points of view about the
possible changes, in terms of labor insertion, experienced by the beneficiaries from the
inclusion in the program. Finally, it is concluded that, although there is a tendency of reduction
of labor supply and informality among specific groups, in general the receipt of the monetary
transfer does not stimulate accommodation and decreased of labor supply by the beneficiaries. / O presente estudo tem por objetivo discutir os possíveis impactos do Programa Bolsa Família
sobre a inserção laboral de seus beneficiários no município de São Luís. Abordam-se as
mudanças ocorridas no mundo do trabalho decorrentes do processo de reestruturação capitalista
e os principais aspectos relativos à reconfiguração das políticas sociais a partir do advento do
neoliberalismo. Analisa-se o contexto sócio-histórico de emergência do Bolsa Família e
apresenta-se uma caracterização geral do programa, destacando sua proposta de unificação dos
programas de transferência de renda, seu desenho institucional, bem como a concepção de
pobreza e de focalização em que se fundamenta. Desenvolve-se uma caracterização
socioeconômica do município de São Luís, com destaque para os dados que retratam a situação
do mercado de trabalho, seguida da análise de microdados do Cadastro Único, a fim de traçar
o perfil dos beneficiários residentes no município em termos de sua situação no mercado de
trabalho, e apresentam-se os resultados da pesquisa de campo realizada com gestores locais e
beneficiários e não-beneficiários do Programa, de modo a apreender diversos pontos de vista
acerca das possíveis mudanças, em termos de inserção laboral, experimentadas pelos
beneficiários a partir da inclusão no Programa. Por fim, infere-se que, apesar de se observar
uma tendência à redução da oferta de trabalho e à informalidade entre grupos específicos, em
geral o recebimento da transferência monetária não estimula a acomodação e diminuição da
oferta de trabalho por parte dos beneficiários.
