Previous issue date: 2009-02-27 / The aim of this research is to analyze the program University for all ProUni, according to the point of view of scholar students that benefit from the program in a private university, located in Sao Paulo state interior. We gathered their opinions from political, economical, pedagogical and social points of view. The main question is: Does the scholar's see ProUni as a social inclusion program which democratizes or as a social program which privatizes the superior education in Brazil? This study is of descriptive nature and has qualitative orientation. The methodology used is a combination of bibliographical research with the documental researches and also the application of questionnaires to the ProUni scholar students. The study showed that the majority of the students see ProUni I as a political program that democratizes access to the superior education. However, a great part of the students disagree with this view; they believe that PROUNI does not democratize the access to superior education, as well as it does not universalize this right to all the students willing to continue their studies.
