Previous issue date: 2017-04-12 / Historicamente marcado por desigualdades sociais, concentração fundiária e luta pela terra, o estado do Rio Grande do Norte (RN) ainda resguarda em sua trajetória agrária as heranças contraditórias da exclusão no campo. Soma-se a isto, a compreensão de que as ações estabelecidas pelo Estado, em se tratando da implementação da política de reforma agrária, pouco avançaram no sentido de permitir, primeiramente, a quebra do monopólio da propriedade privada para, em seguida, garantir a democratização do acesso à terra e a reestruturação das dinâmicas territoriais no estado potiguar. Sendo a reforma agrária um instrumento capaz de garantir justiça social, cidadania e melhores condições de vida no campo, se aplicada plenamente, objetivamos analisar a política pública da concepção à execução, com ênfase no processo de implantação dos assentamentos rurais, nos rebatimentos na estrutura fundiária, assim como, nos resultados socioeconômicos para as famílias assentadas. Nesta perspectiva, os desdobramentos da pesquisa permeiam a discussão da política de reforma agrária no Rio Grande do Norte a partir de análises que evidenciam: a constituição dos movimentos sociais e a territorialização da luta pela reforma agrária; as descontinuidades institucionais que marcaram à sua execução; a viabilidade dos lotes dos assentamentos rurais implantados; os impactos na malha fundiária estadual e municipal e; a capacidade da política pública em garantir autonomia social, econômica e política para a população rural demandante. Para tanto, o caminho metodológico adotado agrupou procedimentos de caráter qualitativo e quantitativo, partindo de ampla pesquisa e revisão bibliográfica, em que, buscamos sistematizar pressupostos teóricos que versam sobre o uso do território, a luta pela terra e a reforma agrária enquanto política pública. Ademais, realizamos o levantamento e compilação dos dados secundários da pesquisa com vistas à representar – espacial e temporalmente – os desdobramentos da reforma agrária no RN. Por fim, os resultados da pesquisa evidenciam que, apesar dos avanços ocorridos, em todos os momentos da questão agrária potiguar a política de reforma agrária foi sendo implementada de maneira superficial e descontinuada. Esta, não foi capaz de possibilitar reestruturações significativas no quadro fundiário local, nem tampouco, permitiu que os trabalhadores rurais beneficiados tivessem garantida a sua autonomia socioeconômica plena. / Historically marked by differences social, land ownership concentration and struggle for land, the State of Rio Grande do Norte (RN) still preserves its agrarian trajectory as contradictory inheritances of exclusion in the countryside. Add to that the actions established by the State, about the implementation of the agrarian reform policy, not much progress in the sense of allowing, first, the end of the monopoly of private property and then ensure the democratization access to land and restructuring of territorial dynamics in the State Potiguar. Being the agrarian reform an instrument able of ensure the social justice, the citizenship and better living conditions in the countryside, if fully implemented. We aim to analyze at a public policy from conception to execution, with emphasis on the process of implantation of the rural settlements, in the land structure, as well as, the socioeconomic results for families in rural areas. In this perspective, the results of the research permeate the discussion of the agrarian reform policy in Rio Grande do Norte from analyzes that evidence: a constitution of social movements and a territorialization of the struggle for agrarian reform; the institutional discontinuities that marked in its execution; the feasibility of the plots of rural settlements implemented; their impacts on the State and Municipal land loop and; the capacity of public policy in to guarantee social, economic and political autonomy for a demanding rural population. For that, the methodological method adopted grouped qualitative and quantitative procedures. Starting from extensive research and bibliographical review, in which, we seek to systematize theoretical presuppositions that deal with the use of the territory, the struggle for land and agrarian reform as a public policy. In addition, was performed the collection and compilation of secondary research data with the aim of representing - of space and time - the results of agrarian reform in the RN. Finally, the search results show that, despite the progress made, at all times of the agrarian question Potiguar, the agrarian reform policy was be implemented superficially and discontinued. It was not able to enable significant restructuring of the local land structure, neither nor did it allow the rural workers benefited to have guaranteed their full socioeconomic autonomy.
