A alternativa escolhida pelos atores envolvidos no processo foi a importação de energia elétrica da Venezuela, dentre outras alternativas que se apresentaram, como a construção de uma hidrelétrica no Estado de Roraima e a ampliação da geração termelétrica, sendo esse o tipo de energia consumida na capital Boa Vista e no interior do Estado durante o processo decisório. A alternativa vencedora representa um processo de integração energética, concretizado através da Interligação Elétrica Venezuela-Brasil. Esse processo envolveu fatores econômicos e não econômicos (socioambientais e político-institucionais), nas suas dimensões internas e externas. A análise desse processo decisório é baseada no modelo proposto por Castro Santos (1993) desenvolvido para o estudo do Proálcool. Os capítulos iniciais desse trabalho introduzem ao tema, abordando o cenário internacional da integração energética entre os países da América do Sul e amazônicos e a inserção dessa integração no planejamento do setor elétrico brasileiro. Esse conteúdo representa a Parte I da pesquisa, intitulada “Integração Energética na Região Amazônica. A Parte II, intitulada “A Decisão pela Interligação Elétrica Venezuela-Brasil”, apresenta a parte empírica da pesquisa, ou seja, o estudo de caso referente a interligação elétrica entre Brasil e Venezuela. Através da análise realizada, o estudo revelou que a opção vencedora do processo ainda não conseguiu resolver o problema do Estado de Roraima, que ainda queima combustível a custos elevados no interior. Além disso, a instabilidade política da Venezuela compromete a segurança energética do Estado de Roraima, que atualmente encontra-se dependente dessa energia elétrica para suprir a capital Boa Vista e alguns municípios. Os problemas de racionamento no país vizinho e a falta de manutenção das suas máquinas são fatores da dimensão externa que repercutiram de forma negativa no Estado de Roraima (dimensão interna), comprometendo a qualidade da energia recebida e gerando custos para o Brasil. Diante desses fatores, o jogo político se reinicia. A alternativa mais concreta atualmente é a Interligação Elétrica Tucuruí – Manaus – Boa Vista, interligando o sistema isolado de Roraima ao Sistema Interligado Nacional – SIN. _______________________________________________________________________________________ ABSTRACT / This study aims at the analysis of a general decision-making process carried out in order to solve the energy deficit of the State of Roraima, located in the Brazilian Amazon. The alternative chosen by the actors involved in the process was the import of electricity from Venezuela, among other alternatives that presented themselves, such as building a dam in the state of Roraima and the expansion of thermal generation, which is the type of energy consumed in the capital good Vista and within the State during the decision process. The winner represents an alternative energy integration process brought about by the Electrical Interconnection Venezuela-Brazil. This process involved economic and noneconomic factors (socio-political and institutional) in its internal and external dimensions. The analysis of this decision process is based on the model proposed by Castro Santos (1993) developed for the study of the Alcohol Program. The initial chapters introduce the theme of this work, addressing the international energy integration among the countries of South America and the Amazon and the insertion of this integration in the planning of the energy sector. This content is Part I of the study, entitled "Energy Integration in the Amazon region. Part II, entitled "The Decision for the Electrical Interconnection Venezuela-Brazil", presents the empirical part of the research, ie, the case study concerning the electrical interconnection between Brazil and Venezuela. Through the analysis, the study revealed that the winning option the process still did not solve the problem of the state of Roraima, which still burns fuel inside the high costs. In addition, political instability in Venezuela committed to energy security of the State of Roraima, which is currently dependent on this energy to supply the capital, Boa Vista, and some municipalities. The problems in the neighboring country of rationing and lack of maintenance of their machines are the size of external factors that have affected negatively the state of Roraima (internal dimension), compromising the quality of the received energy and generating costs for Brazil. Given these factors, the political game is resumed. A more practical alternative is currently the Electrical Interconnection Tucuruí - Manaus - Boa Vista, connecting isolated system of Roraima to the National Interconnected System - SIN.
