Previous issue date: 2012-06-29 / The debate about the social and productive inclusion on professional training and qualification, have always premised on the social that is part of vulnerability the population. Ensuring access rights from the generation of employment and income of this population in view of emancipation and citizenship is an issue that is put into law. The aim of this study was to analyze the proposals of the National Social Assistance in the field of productive inclusion implications to the organization of the Unique System of Social-ITS, and identify possible strategies for interfacing with other social policies for the promotion of inclusive production .The study will be delineated through research of official documents: Constitution, 1988; Organic Law of Social Assistance, 1993; Organic Law of Social Assistance Annotated, 2010; The National Social Assistance, 2004; Basic Operational Norm of Social Welfare, 2005; Types of Services Socioassistenciais, 2009; Guide to Work and Income Generation, 2008, which treat the subject in order to confront the theoretical view of the problem with external reality. As a public system that operationalizes the National Social Assistance, the ITS has in official document sand legal considerations regarding the definition, objectives, principles, organization, management, among many others that guide and track the history of welfare in Brazil / O debate sobre a assist?ncia social e inclus?o produtiva, sobre capacita??o e qualifica??o profissional, apresenta sempre como premissa a vulnerabilidade social em que se encontra uma parte da popula??o brasileira. Garantir direitos a partir do acesso ? gera??o de trabalho e renda desta popula??o, na perspectiva de emancipa??o e cidadania, ? uma quest?o que est? posta em leis. O objetivo do estudo foi analisar as proposi??es da Pol?tica Nacional de Assist?ncia Social no campo da inclus?o produtiva, suas implica??es na organiza??o do Sistema ?nico de Assist?ncia Social SUAS, e identificar poss?veis estrat?gias de interface com as demais pol?ticas sociais para a promo??o da inclus?o produtiva. O estudo ser? delineado atrav?s da pesquisa dos documentos oficiais: Constitui??o Federal, 1988; Lei Org?nica da Assist?ncia Social, 1993; Lei Org?nica de Assist?ncia Social Anotada, 2010; Pol?tica Nacional de Assist?ncia Social, 2004; Norma Operacional B?sica de Assist?ncia Social, 2005; Tipifica??o dos Servi?os Socioassistenciais, 2009; Guia de Gera??o Trabalho e Renda, 2008, que tratam o tema, a fim de confrontar a vis?o te?rica do problema, com dados da realidade. Como sistema p?blico que operacionaliza a Pol?tica Nacional de Assist?ncia Social, o SUAS tem, em documentos oficiais e legais, considera??es acerca de defini??o, objetivos, princ?pios, diretrizes, organiza??o, gest?o, entre muitas outras que balizam e acompanham a hist?ria da assist?ncia social no Brasil.
