Previous issue date: 2018-08-17 / The historical analysis of the forms of social relation, of economic regulation, and of government allows us to shed light on the development of society as well as to evaluate the reality in which we live. To this end, it is desirable to do so with the greatest neutrality if one intends to achieve effective responses to the investigated doubts. Certainly, starting from the choice of the theme and its verticalization, and also through the election of theoretical references, does not guarantee absolute impartiality.
The proposed research grounds its theoretical framework on the Theory of Representation, by Hanna Pitkin, and on the Representation Paradox, according to Antonio Carlos Alkmim. It is then considered the models of representation thereby present in order to understand to what extent the instrumentalisation of democratic governments has been able to fulfill the premises on which the theory of democracy is structured. Therefore, the objective of this research is to discuss the evolution of the paradigmatic models of political representation, as well as to point out their differences. In the end, it was possible to conclude that in a context of largescale and plural societies, and in order to allow a more efficient expression of the target interest, democracy should not be restricted to processes, nor should it give the whole decision-making task to the parliamentary representation. It is necessary, through a deepening of the institutionalization of democracy, that more spaces of participation in the local instances be opened so as to better relate government, administration, and interests of society / A análise histórica das formas de relação social, de regulação econômica e governo nos permite lançar um olhar sobre o desenvolvimento da sociedade e avaliar a realidade em que vivemos. Para tanto, é desejável fazê-lo com a maior neutralidade possível caso se pretenda alcançar respostas efetivas às dúvidas investigadas. Contudo, a começar pela escolha do tema e sua verticalização e, ainda, mediante a eleição das referências teóricas, a imparcialidade absoluta jamais será alcançada ainda que almejada, como aqui perseguimos.
A investigação proposta tem como marcos teóricos a Teoria da Representação, de Hanna Pitkin e Paradoxo da Representação segundo Antonio Carlos Alkmim, conforme os modelos de representação ali constantes, visando entender em que medida a instrumentalização dos governos democráticos tem sido capaz de cumprir as premissas sobre as quais se estrutura a teoria da democracia, tais como: a efetiva participação popular, a representatividade do eleitor, as decisões governamentais, e, ainda, a conexão entre as políticas públicas implantadas e as necessidades e vontades da população atingida. Para tanto, fixamos como objetivo de pesquisa discorrer sobre a evolução e a diferença entre os modelos paradigmáticos da representação política, sob a ótica dos fatores econômicos que influenciaram cada uma das teorias estudadas.
Ao final, foi possível concluir que num contexto de sociedades de larga escala e plurais, a fim de permitir uma expressão mais eficiente do interesse atingido, a democracia não deve restringir-se a processos, bem como não deve entregar à representação – executiva ou parlamentar - toda a tarefa decisória. É preciso, mediante um aprofundamento da institucionalização da democracia, que sejam abertos mais espaços de participação nas instâncias locais de modo a melhor relacionar governo, administração e interesses da sociedade
