El presente plan estratégico ha sido elaborado para la provincia de Rioja con la finalidad de
explotar y aprovechar todo su potencial para lograr su desarrollo en los ámbitos económico,
ambiental y social. Se espera que, para el año 2030, esta provincia cuente con una economía
diversa y sea reconocida como uno de los principales centros turísticos del país y del mundo,
poniendo en valor el Bosque de Protección del Alto Mayo. Asimismo, se espera brindar
oportunidades de trabajo en los sectores de agroindustria y turismo, promoviendo la
investigación y desarrollo de capacidades a fin de mejorar la calidad de vida de su población.
Para lograr la visión de la provincia de Rioja, se han planteado siete objetivos de largo plazo
al 2030: (a) la afluencia turística será de 350,000 de personas, (b) se exportará 1’000,000 kg
de chocolate con más de 45% de cacao por año, (c) la producción de café será de 50,000
toneladas por año, (d) los distritos de la provincia estarán interconectados con las
comunidades y caseríos con un total de 285 km de carreteras asfaltadas, (e) la cobertura de
los servicios básicos de las viviendas será del 70%, (f) se implementará la práctica de la
investigación e innovación en el 90% de las instituciones educativas en todos los niveles, y
(g) el 70% de la PEA cuenta con empleo formal y decente. En ese sentido, los objetivos
planteados serán alcanzados a través de la implementación de 16 estrategias. Entre estas
destacan, primero, la penetración y desarrollo de mercado del chocolate y café, los cuales
serán exportados a Europa y Norteamérica. Para ello, se propone la ampliación del aeropuerto
Juan Simons Vela. Se plantea también la diversificación de los circuitos turísticos, puesta en
valor del Bosque de Protección Alto Mayo, que alberga flora y fauna variada. Para facilitar
los procesos de diversificación económica, se asfaltarán las vías de comunicación. Por
último, la medición del avance de los objetivos de largo plazo se realizará a través del
cumplimiento de los objetivos de corto plazo y Balanced Scorecard propuesto / This strategic plan has been prepared for the Province of Rioja with the purpose exploit and
take advantage its full potential to achieve economic, environmental and social development.
It is expected that, by the year 2030 the Province of Rioja will have a diverse economy, and
will be recognized as one of the main tourist centers of the country and the world, putting in
value the Forest of Protection of Alto Mayo. Likewise, it is also expected to provide job
opportunities in the agro-industry and tourism sectors, promoting research and capacity
building to improve the quality of life of its population. To achieve the vision of the Province
of Rioja, seven long-term objectives have been proposed to 2030: (a) the tourist influx will be
350,000 people, (b) 1’000,000 kg of chocolate will be exported with more than 45% of
cocoa per year (c) coffee production will be 50,000 tons per year, (d) the districts of the
Province of Rioja will be interconnected with the communities and hamlets with a total of
221.1 km of asphalted roads, (e) the coverage of basic housing services will be 70%, (f) the
practice of research and innovation will be implemented in 90% of educational institutions at
all levels, and (g) seventy percent of the economically active population will have a formal
and decent job. In that sense, the objectives will be achieved through the implementation of
16 strategies. These include, first, the penetration and market development of chocolate and
coffee, which will be exported to Europe and North America. To this end, to extend of the
Juan Simons Vela airport is proposed. There is also the diversification of tourist circuits,
enhancement of the Alto Mayo Protected Forest, which houses varied flora and fauna. To
facilitate the processes of economic diversification, roads will be paved. Finally, the
measurement of the progress of the long-term objectives will be made through the fulfillment
of the short-term objectives and the proposed Balanced Scorecard
